The Madera County Public Works Department is requesting proposals (RFP) for Right of Way Acquisition and Appraisal Services (ROW Services) for the Avenue 16-1/2 Bridge Replacement at Dry Creek Project . The Avenue 16 1/2 Bridge Replacement at Dry Creek project is located at Avenue 16 1/2 at Dry Creek just east of Road 19. See Attachment A, Avenue 16 1/2 at Dry Creek Bridge Replacement Vicinity Map. The bridge replacement project is Federally funded by Highway Bridge Program (HBP) funds and is subject to the guidelines and requirements of the Caltrans Local Assistance Procedures Manual (LAPM). The existing bridge is a single span steel stringer timber deck bridge was built in 1950 and is located in a rural area of the County. The surrounding area is primarily by farmland. The existing bridge is structurally deficient and is currently posted for legal loads and is listed by Caltrans as functionally obsolete. The entire bridge needs to be replaced to allow for legal loads to safely cross the bridge. The existing concrete abutments are founded on spread footings and do not meet current seismic design standards. The project is currently at the 95% PS&E design stage and has achieved CEQA and NEPA clearance. NEPA clearance is currently undergoing a revalidation with Caltrans, but is expected to be revalidated without issue. The County has already received authorization (E-76) to start the Right of Way Phase of the project. The County is ready to begin right of way acquisition and certification of the project to advance the project to the construction phase. Utility coordination has started with two utility companies, Pacific Gas & Electric (PG&E) and AT&T. PG&E has existing overhead power lines hung on wooden poles within the Right of Way. Preliminary alignments have been approved and PG&E is working on the final design and estimate to the project. The relocation is 100% owner liability. PG&E has requested to temporarily relocate two poles into the County's temporary construction easement and them permanently relocate back to the County's right of way. The language in the temporary construction easement will need to specify that PG&E is allowed within the temporary construction easement during construction and for a certain duration after construction is complete until they can relocate into the County's Right of Way. Plans for AT&T's relocation are in progress and they will relocate into the County's Right of Way after acquisition is complete. No Email or Bid Express Submittals Will Be Excepted. Mailing a Package to the County Does Not Guarantee Delivery to the Public Works Department Prior to the Deadline, It is Advised to Hand Deliver the Proposals to Ensure the Department Has Received Them. Proposals received after the time and date specified above will be considered nonresponsive and will be returned to the Consultant. Proposals Shall Be Submitted in a Sealed Package Clearly Marked Right of Way Acquisition and Appraisal Services Avenue 16-1/2 Bridge Replacement at Dry Creek Project Addenda to this RFP, if issued, will be sent to all prospective Consultants the Madera County Public Works Department has specifically e-mailed a copy of the RFP and will be posted to the County The ROW Services contract for the project will be funded with Federal funding requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations. The Disadvantaged Business Enterprise (DBE) goal for this project is 9%. The performance period for this project will begin on the date of contract execution and continue until all project tasks are completed and right of way certification for the project has been obtained. The proposals submitted in response to this RFP will be used as a basis for selecting the Consultant for this performance period. Proposals will be evaluated and ranked according to the criteria provided in section 6.2, "Evaluation Criteria," of this RFP. Any questions related to this RFP are to be submitted in writing to the attention of Haden Hinkle Engineer III via email at haden.hinkle@maderacounty.com . Questions are to be submitted before 5:00 PM on March 8, 2024. No oral question or inquiry about this RFP/RFQ will be accepted. Answers to questions will be posted Electronically for all plan holders to view. It is your responsibility to monitor the solicitation Electronically for posted addenda and any posted Q&A. Firm Selection Date: March 18, 2024 End of Negotiations/Final Selection: March 20, 2024 Tentative Board Approval: April 16, 2024 Tentative Notice to Proceed.: April 17, 2024 Deadlines for Written Questions 3/8/2024 Responses to Written Questions 3/12/2024 This is a federally funded project, and the County is subject to requirements of Chapter 9 of the Caltrans LAPM for Disadvantaged Business Enterprises and must comply with 49 CFR. In conformance with this requirement, the County has established a DBE goal of 9.00% for this contract. Please see Attachment E for DBE information and forms required to be completed per Caltrans LAPM. request. To be considered, however, the modified Proposal must be received prior to 3:00 P.M., March 15, 2024. Unsigned proposals or proposals signed by an individual not authorized to bind the prospective Consultant will be considered nonresponsive and will be rejected. This RFP does not commit the Madera County Public Works Department to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The Madera County Public Works Department reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the Madera County Public Works Department to do so. Furthermore, an award may not be made based solely on price, but for this Non-A&E RFP, cost will be considered as part of the overall scoring criteria. Should this RFP result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by the Madera County Board of Supervisors. All products used or developed in the execution of any contract resulting from this RFP will remain in the public domain and are the property of Madera County at the completion of the contract. Disadvantage business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, nation origin, age or disability in consideration for an award. The method of Contractor Selection has not been Determined at this time.
