Closing Time: 2:30 PM (NT) ** Please note that there has been 3 addendum issued for this RFP. ** Question Acceptance Deadline 2024/04/11 04:00:00 PM ADT The Required Scope of Work is to Provide the Services Described in Schedule a. The Following Sections Provide a High-level Scope of Work to Give the Proponent a Better Understanding of the Project. All Work Must Be Performed to the Level of Detailed Outline in Schedule a - Scope of Services. The Project Will Be Executed in Four Stages, With the Consultant Required to Obtain Approval to Proceed Prior to the Project Advancing to a Subsequent Stage: 1. Initial Actions 2. Environmental Site Assessment (Esa) and Risk Assessment 3. Hazardous Materials Assessment 4. Remedial Action Planning (Rap) and Implementation 5. Regulatory Closure 6. Decommissioning of Monitoring Infrastructure (if Necessary) E.2 Stage 1: Initial Actions The Consultant Will Be Responsible for Reviewing All Existing Information on the Site, Preparing a Species at Risk Assessment, a Health and Safety Plan, Locating Public and Private Utilities on Site, and Conducting a Kick-off Meeting and Site Visit With Project Team. The Ec Will Then Be Responsible to Prepare a Summary Environmental Site Assessment Report. This Report Will Summarize All Information About the Site and Include a Summary of Historical Impacts on the Site. The Document Must Be Submitted for Approval to the Project Team Prior to Commencing the Phase Ii or Ii Esa and Risk Assessment. E.3 Stage 2: Environmental Site Assessment and Risk Assessment It is Anticipated That at a Minimum a Phase Ii Assessment Will Be Required for the Davis Inlet Site, However the Successful Proponent May Be Asked to Continue Work on a Phase Iii Assessment if Required. The Ec Will Insure That as Part of the Esa All Minimum and Mandatory Site Assessment Requirements Laid Out in the Atlantic Rbca V4.0 Guidance Document (Rbca 2022) Are Met for Tier I and Tier Ii Assessments. This Includes Any Mandatory Conditions and Default Site Characteristics and Exposure Scenarios to Allow the Use of the Rbca Toolkit in Calculating Any Tier Ii Site Specific Target Levels. The Ec is Responsible for Determining What Contaminants of Concern (Coc) Require Investigation During the Esa, Based on All Available Information. If There Are Any Issues Related to Assessment of Non-petroleum Hydrocarbon Compounds, It is the Responsibility of the Ec to Apply Good Judgement to Meet the Intent of the Minimum Site Assessment Requirements. If Contaminant Concentrations Exceed Tier I Guidelines, the Ec Has the Option to Remediate or Further Assess the Site Using a Tier Ii or Tier Iii Risk Assessment Approach Based on Site-specific Conditions. If Tier Ii or Tier Iii Sstls Are Calculated, the Ec Must Provide Supporting Details That Will Allow Duplication of All Steps of the Risk Assessment Process. Where Default Parameters Are Changed, the Ec Must Provide Full Justification for These Changes. E.4 Hazardous Materials Survey The Ec Will Be Responsible for Updating the Existing Hazardous Materials Survey for Davis Inlet to the Canada Occupational Health and Safety Regulations (Cohsr). It is Anticipated That This Will Include the Following Steps: 1. Confirming Conclusions and Recommendations From Previous Survey. 2. Performing Additional Testing and Surveys as Required. 3. Surveying for Materials of Concern That May Not Have Been Identified During the Previous Survey. 4. Updating the Survey to Comply With Current Government Regulations for Safe Disposal. 5. Creating a Hazardous Materials Survey Report That Will Include the Location and Estimated Volume of Material, Recommendations on Disposal Sites for the Material and an Order of Magnitude Cost Estimate for Disposal. E.5 Stage 3: Remedial Action Plan and Implementation Any Remedial Activities Will Require the Preparation and Submission of a Remedial Action Plan (Rap), Which Must Mitigate Unacceptable Risk to Both Human Health and the Environment. The Ec Will Be Responsible for Preparing the Rap in Conjunction With the Project Team. Once Complete, the Rap Must Be Submitted to the Regulator for Review and Approval Prior to Completing the Remedial Activities. It Will Be the Responsibility of the Ec to Determine if a Monitoring Program is Required, if Required the Details of the Monitoring Program Must Be Included in the Rap. The Monitoring Program, at a Minimum, Must Include the Following Components: 1. A Clear Definition of Monitoring Objectives; 2. Identification of the Parameters to Monitored and Measured; 3. Description of When, Where, and How Data is to Be Collected, Analyzed, and Reported; 4. Description of How the Rap or Site Management Performance Will Be Confirmed; and 5. Detailed Interpretation of Monitoring Results. The Ec Will Be Responsible for Indicating the Period of Implementation, Extent of Monitoring and Method of Remediation Selected. The Project Team Must Approve the Proposed Monitoring Program Before It is Implemented. E.6 Stage 4: Regulatory Closure At the Appropriate Time the Ec Will Be Responsible for Preparing a Closure Report Demonstrating That the Site Meets Remedial Objectives. The Closure Report Must Include a Completed Record of Site Condition That is Valid Only for the Land Use and Conditions Stated by the Ec and Agreed Upon With Mifn. The Risk to Receptors Must Be Reassessed if There Are Changes in Land Use or Site Conditions That Could Potentially Increase Risk. The Record of Site Condition Will Be Provided to the Project Team for Review and Approval Before It is Submitted to the Regulator for Review. E.7 Stage 5: Decommissioning of Monitoring Wells If Monitoring Wells Are Required as Part of the Rap, They Will Be Decommissioned by the Ec Following Approval From the Regulator to Do So. Decommissioning of Monitoring Wells Will Be Done in Accordance With Section 2.5 of the Guidance Document for the Management of Impacted Sites in Newfoundland and Labrador (2014).
