Demolition, site work, paving, new construction and renovation of a civil project in Reedsburg, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; for the demolition of a water / sewer project; for the construction of a water / sewer project; for the renovation of a water / sewer project; and water / sewer project.

Project awarded to C.D. Smith in the amount of $109,268,414.13. The proposed scope of work will include construction of a new wastewater treatment plant and main lift station as well as demolition of the existing wastewater treatment facilities. Improvements will include the following: o Dry well/wet well style main lift station with exterior standby generator. o Headworks building housing influent metering and sampling, fine screening equipment, grit removal, pumping, and washing equipment, hauled waste receiving, hauled waste screening, hauled waste equalization and pumping, and primary sludge pumping. o Two primary clarifiers with column mounted mechanisms and fiberglass launder covers. o Selector and aeration basins with compressed air mixing, recirculation pumping, and fine bubble diffused aeration. o Two final clarifiers with column mounted mechanisms, weir cleaning system, and fiberglass launder covers. o Tertiary treatment building housing flocculation/coagulation tanks, tertiary disc filters, UV disinfection, effluent metering and sampling, chemical storage and dosing, and effluent re-use system. o Process control building housing sludge/filtrate holding tanks, aeration and sludge blowers, sludge pumps, main electrical service and gear, digester heating and gas conditioning, sludge thickening and dewatering equipment, and sludge drying equipment. o Three digestion tanks; one with aeration and compressed gas mixing and two with floating gas holder covers and side mounted draft tube mixers. o Steel framed biosolids storage building. o On-site lift station. o Wood framed cold storage building o Administration facilities with garage, workshop, locker and bath facilities, offices, and lab. o Site work at both the main lift station and WWTP sites including but not limited to erosion control, site piping, site electrical along with exterior standby generator(s), grading, roadway construction, and landscaping. o Controls replacements at seven (7) remote lift stations. o Mechanical improvements at two remote lift stations. o Following completion of the new wastewater treatment facilities, connection of the sewer interceptor on Division Street, demolition of the existing wastewater treatment facility, and surface course paving of Division Street. Bidders must be pre-qualified with the City of Reedsburg within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0901 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in treatment plant construction. The City of Reedsburg reserves the right to reject any and all bids and to waive informalities in any bid. This project will be funded in part by USDA Rural Development and may be funded by the Clean Water Fund (CWF) established under Wisconsin State Statutes, as administered by the Wisconsin Department of Natural Resources. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. It is the contractor's responsibility to provide compliance documentation. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron. Federal Equal Employment Opportunity (EEO), The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: o Goals for minority participation for each trade = 1.7% (Sauk County) o Goals for female participation in each trade = 6.9% The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area, per the U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance.
