The Town of Southbridge seeks proposals, with a not-to-exceed fee of $98,000, to develop a prioritization and action plan for multi-modal transportation safety updates that achieve zero fatalities and serious injuries by 2027. This project is being funded by United States Department of Transportation Safe Streets for All grant and the Massachusetts Department of Transportation Complete Streets Funding Program. The Town of Southbridge is a rural community of approx. 17,000 with a concentrated urban center. The highly walkable downtown lends to potential redevelopment of the Main Street and surrounding blocks. The Town was recently awarded funds to develop a rail trail that passes through the downtown to further promote multimodal transportation. The Town is also creating a downtown walking tour, and is seeing new restaurants on Central Street drawing foot traffic on the weekend evenings. The Town seeks a consultant to develop a plan to challenge existing unsafe street and roadway designs and propose multi-modal transportation safety updates that achieves zero fatalities and serious injuries by 2027. This project will combine federal funding for a Safe Streets for All Action Plan and Massachusetts state funding for a Complete Streets Project Prioritization Plan to produce a final cohesive plan. The Infrastructure Investment and Jobs Act or the Bipartisan Infrastructure Law (BIL)--established the Safe Streets and Roads for All (SS4A) discretionary grant program with $5 billion dollars of funding appropriated over a period of five years. The SS4A discretionary program supports the development of a comprehensive safety action plan (Action Plan) that identifies the most significant roadway safety concerns in a community and the implementation of projects and strategies to address roadway safety issues. Action Plans are the foundation of the SS4A grant program. SS4A requires an eligible Action Plan to be in place before applying to implement projects and strategies. The is a Scope of Work proposed by the Town. The exact Scope of Work will be negotiated between the Town and the applicant deemed to be most qualified. All activities in the Scope of Work will lend to a plan as the primary deliverable from which the Town of Southbridge can choose its next planning priorities. The Scope of Work will contain supporting activities, deliverables, cost estimates, and timelines to be provided by Consultant. *The value for this project is based on a financial range.
