Award: 5/6/2024 GENERAL INFORMATION The desired project scope includes irrigating and planting in the three (3) remaining islands/medians of the 4700 - 4900 blocks of Holly Street in Bellaire, TX, while keeping the integrity of the approximate 5' trail/path around the perimeter of these areas. These newly irrigated and planted areas should mirror the existing completed islands/medians. Bid Procedural and Content Questions (Requests for Clarification) Bidders may identify errors, omissions, or ambiguities in the bid. If so, or if there are doubts or concerns about the meaning of any part of this bid, requests for clarification should be submitted to the Parks Superintendent. Requests for clarification shall be directed in writing by email to Holly Street Trail Phase 2, Parks Superintendent, at badams@bellairetx.gov. Emailed requests for clarification must include "Bid No.24-003" in the email subject line. The issuance of a written addendum is the only official method whereby interpretation, clarification, correction, or additional information can be given. However, it shall be each bidder's responsibility, prior to submitting the bid, to visit the City's website The City will not reimburse the responding firms for any expenses incurred in preparing bids, clarification of a response, and/or oral presentations which may be, at its discretion, required by the City. During the bid process, the City reserves the right, where it may serve the City's best interest, to request additional information or clarifications from bidders, or to allow corrections of errors or omissions. At the discretion of the City, firms submitting bids may be requested to make oral presentations as part of the evaluation process. The City reserves the right to negotiate all elements of the bid to ensure that the best possible consideration be afforded to all. The City also reserves the right to retain all bids submitted and to use any ideas in a bid regardless of whether that bid is selected. Submission of a bid indicates acceptance by the firm of the conditions contained in this request for bid, unless clearly and specifically noted in the bid submitted and confirmed in the contract between the City and the firm selected. AS STATED IN THIS REQUEST; THE FIRM MUST FOLLOW ALL THE INSTRUCTIONS IN THIS REQUEST FOR BID IN ORDER TO BE CONSIDERED FURTHER. PROJECT SCOPE AND STANDARDS The desired project scope includes irrigating and planting in the three (3) remaining islands/medians of the 4700 - 4900 blocks of Holly Street in Bellaire, TX, while keeping the integrity of the approximate 5' trail/path around the perimeter of these areas. These newly irrigated and planted areas should mirror the existing completed islands/medians. Phase 1 of this project was completed in the Fall of 2015. The irrigation/planting area are approximately 12' and include the following: o Area 1 - From 4923/4924 Holly St. to Edgewood or 4900/4901 Holly St., approximately 700' with one small cut-through with benches (12-15'). This small area would not be planted. o Area 2 - From Edgewood or 4814/4815 Holly St. to 4800/4801 Holly St., approximately 440' with one small cut-through with benches (12-15'). This small area would not be planted. o Area 3 - From 4800/4801 Holly St. to 4701/4702 Holly St., approximately 430'
