This contract has Small Business Enterprise (SBE) goals as follows: Construction: No Measure. Goods: No Measure, Services: No Measure. Goals are based on the construction estimate plus the 10% Contingency Allowance. The Community Workforce Program goal is 10% applicable. The contractor will need to comply with Section 2-11.17 of the MDC Code, inclusive of all amendments, including the apprentice and on-the-job training requirements. Nothing in this solicitation shall in any way be utilized to request documentation relating to or authorizing consideration of a proposer's social, political, or ideological interests when determining if the proposer is a responsible vendor or give a preference to a proposer based on the proposer's social, political, or ideological interests. The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids. Scope of Work - The scope of work of this Contract includes furnishing all materials, labor, and equipment necessary to construct two new single zone monitoring wells to an approximate casing depth of 980 feet below land surface, FA-1R associated with IW-8 and FA-3R associated with IW-12. The Contractor will also have to suppress the artesian flow for the existing injection wells at the SDWWTP to allow for WASD operations to work on the above ground piping of the wells. Estimated Range of the Base Bid - $2,964.327.50 to $3,586,672.50, not including contingency and dedicated allowances. Project Duration: The construction time is 700 calendar days to substantial completion, 730 calendar days to final completion, and a 73-day time contingency allowance. *The value for this project is based on a financial range.
