Dare County is planning to construct a new Early College Preparatory building on the Roanoke
Island Campus of College of the Albemarle. This new building will include the construction of a
new 25,000sq ft. to 32,000sq ft. building and will include approximately 17 academic
classrooms, a media center, a food service center, administration offices, and other guidance and
support rooms. The new building will be located at 205 South Business Highway 64/264,
Manteo, North Carolina, 27954.
Dare County intends to select a qualified consultant to provide architectural and engineering
services in accordance with North Carolina General Statutes. Dare County will be the sole
partnering entity on this project however, project design and construction documents shall be
submitted to the North Carolina Department of Public Instruction (DPI) School Planning Section
for further review and approval. Once DPI has concluded its review, they will issue a Certificate
of Review. The Interested firms should submit Statements of Qualification to the following
mailing address, in accordance to the instructions and guidance provided for herein, by March
25th, 2024 at 3PM. Each submission packet should include 1 original and 5 copies plus a flash
drive with a PDF version. No electronic submissions will be accepted. Dare County reserves the
right to reject any and all proposals in accordance to North Carolina General Statutes.
Proposed Scope of Services:
Dare County is requesting statements of qualifications to enter into a design contract for the
construction of a new Early College Preparatory building in Manteo, North Carolina. The
consultant design team will perform architectural and supporting engineering tasks necessary to
design, permit, procure construction management services, and administer construction for the
project.
Format for Statements of Qualifications:
Each SOQ submitted in response to this solicitation should address the following elements:
1) A brief description of the firm and its program of services.
2) The project team and the individual qualifications and experiences for each of the
members of the team.
3) A list of recent project experience, highlighting any prior experience designing or
building educational facilities among other referenced projects. Each project listed
must have client contact information.
4) A description of the firm's experience and abilities with construction management at
risk projects, including specific project results regarding schedule and final cost
versus guaranteed maximum price.
5) An explanation of the consultant's approach to addressing the proposed scope of
services outlined in this document.
6) A proposed general project schedule.
7) A minimum of 3 references.
