SUMMARY The City of Anacortes (City) is currently inviting qualified consultants to submit proposals to assist the City in drafting a Comprehensive Safety Action Plan (CSAP) and developing a strategy to prevent fatalities and serious injuries within the city right-of-way. BACKGROUND Grant/funding background: As a recent recipient of a FY23 Safe Streets and Roads for All (SS4A) Action Plan Grant, this plan will be funded in by part by an Action Plan Grant through the Safe Streets and Roads for All (SS4A) discretionary grant program through Federal Highway Administration (FHWA). The purpose of this program, established by the Bipartisan Infrastructure Law (BIL), is to support local initiatives to prevent death and serious injury on roads and streets, including pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micro-mobility users, and commercial vehicle operators by creating a Comprehensive Safety Action Plan (CSAP). The CSAP will address federal and state regulations, performance management goals, measures, and targets, and will promote equitable outcomes. Once complete, the CSAP will allow the City of Anacortes to apply for implementation discretionary grant funds through the SS4A initiative. The action plan should include all the components laid out by the U.S. Department of Transportation in order to successfully apply for implementation funds. Background on Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan (CSAP): CSAP is a powerful way to prioritize safety improvements and justify investment decisions within area jurisdictions. These plans can serve as the basic building block to significantly improve roadway safety by reducing and eliminating serious injury and fatal crashes, communicating and collaborating with stakeholders and community members, and providing information on funding opportunities. The CSAP will identify safety issues and specific actions that can be implemented to improve safety for people traveling by any mode throughout the city. The plan will develop recommendations for both motorized and non-motorized modes in the roadway network as well as other elements including land use, transit, freight, and other community factors to create a comprehensive course of action. The plan will address federal and state regulations, including design guidance as well as performance management goals, measures, and targets, and will promote equitable outcomes. CONTACT INFORMATION: Questions regarding this RFP must be directed in writing, via email, to the Contact Individual(s) indicated on the cover. The deadline for submitting such questions is five (5) calendar days prior to the due date for proposals. An addendum will be issued on the City's website no later than 72 hours prior to the proposal due date if a substantive clarification is required. Any oral communications will be considered unofficial and non-binding on the City. Proposers should rely only on written statements issued by the City's representative. Responses to verbal requests for information or clarification will be considered unofficial until received in writing. Scope of Work. Under this Agreement, the Consultant shall assist the City in drafting a Comprehensive Safety Action Plan (CSAP) and developing a strategy to prevent fatalities and serious injuries within the city right-of-way, as detailed in the City of Anacortes document entitled "REQUEST FOR PROPOSALS - Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan #24-093-TRN-001" issued March 6, 2024, and which is hereby incorporated by reference and made a part hereof.
