Site work and asbestos abatement for a residential development in Kortright, New York. Completed plans call for site work for a residential development; and for asbestos abatement for a residential development.

CR Number: 2107476 The Town of Kortright is seeking proposals from New York State Certified Asbestos Abatement contractors/firms, to provide asbestos abatement in conjunction with a recently awarded Community Development Block Grant (CDBG) Housing Rehabilitation Grant #605HR303-23 which will be administered throughout the Town of Kortright, NY. The purpose of this Request for Proposal (RFP) is to receive responses from pre-qualified asbestos abatement contractors/firms regarding the Kortright Housing Rehabilitation Grant. We are expecting to service 8 residences, however it is unsure how many of these residences may have asbestos as the project locations have yet to be identified. The winning bidder can expect to enter into a contractual agreement which will run through 01/13/2026. Proposal shall be based on the following ACM for abatement: Material Description Friability Asbestos Content Approximate Quantity Floor Tiles and Mastic Non-Friable 6-8% Chrysotile in tiles Approximately 1000 sf All proposal shall include the following minimum information: A. Description of Organization The organization description should clearly identify who will be the project manager for the term of this contract, and the day-to-day contact person for the jobs. B. Organization Qualifications Provide an outline of organization qualifications indicating relevant background experience, certification, and capabilities for this work. Give examples of work accomplished that is similar in size and content to the Scope of Services. C. References, Related Experience and Examples of Work Provide client references with phone numbers and relevant work. Specify the client, location, type of work, implementation results, examples of work and relevant information. D. Billing Rate/Fee Schedule Proposal for services shall indicate a breakdown of fees with an explanation of the fee basis. All fees proposed shall be inclusive of any and all costs related to scope of work (fees, permits, etc.). E. Copies of all professional licenses, certificates, etc The individual or firm selected will undertake the following services: A. Furnish all labor, materials, supervision, construction tools, dumpster, and equipment necessary to remove and dispose of all asbestos-containing materials present. B. All work must be done in accordance with EPA and HUD regulations. C. Remove and dispose of ACM in accordance with all governing regulations, including NYCRR Part 56. D. Coordinate, schedule and work with WCCRCs contracted asbestos air monitoring firm to schedule abatement if deemed necessary. E. Abide by all local, state and federal requirements which govern asbestos hauling and disposal of asbestos waste materials. Disposal site receipts/weight tickets MUST be submitted to WCCRC upon completion of the job and before payment will be released. Payment will be made by check on a per project basis after the required work is completed, and upon receipt of a detailed invoice showing the service address, description and total amount due. General WCCRC reserves the right to reject any and all proposals, reissue an RFP, or proceed in an alternative fashion as may be permitted by the applicable rules, regulations and policies of the NYS CDBG Program. Minority and Woman Owned Business Enterprises, Service-Disabled Veteran Owned Businesses, and Section 3 registered firms are strongly encouraged to apply. Selection Process: WCCRC staff will select the most qualified proposal based upon the following factors: A. Qualifications B. Selection Criteria I. Scope of services II. Ability to carry out and manage the proposed Project(s). III. An assessment of general experience. IV. The number of and types of projects that have been completed. V. The ability to respond and realize timelines. VI. The ability to work with the WCCRC project manager, to bring about a successful completion. VII. Willingness to Comply with the Proposed Agreement Terms and Conditions. A sample master service agreement is attached. Proposals will be rated based on any exceptions made in the proposed contract. VIII. Billing Rate/Fee Schedule.IX. Knowledge of NYCRR Part 56. C. Award of Contract Once proposals are received, reviewed,and evaluated by WCCRC staff, an award will be made no later than 4pm on Thursday April 11th, 2024. All candidates will be notified via email.
