Renovation of a residential development in Bloomville, New York. Completed plans call for the renovation of a residential development.
The individual or firm selected will undertake the following services: A. Complete a lead-based paint risk assessment in accordance with HUD and EPA protocols. The risk assessment shall include the testing of interior and exterior hard painted/varnished surfaces, frictional surfaces, and soil (if necessary) B. Paint chip analysis, dust wipe sampling, and an evaluation must be done using an X-ray Fluorescence Analyzer (XRF). C. All work must be done in accordance with EPA and HUD regulations. D. Multiple sites are not anticipated to be ready at the same time so the proposal price must reflect a case-by-case basis. E. Provide WCCRC with a Lead Based Paint Risk Assessment Report that includes at a minimum: i. An Executive Summary i. Summary of Test Results iii. Interim Control Strategy iv. Permanent Abatement Strategy v. A description of each surface tested and location in the home, the test result, and the condition of the existing paint vi. The test results of dust wipe samples from the lab responsible for the analytic testing vii. The XRF Performance Characteristic Sheet viii. Risk Assessor Certification F. Work with the Project Manager and/or Contractor to incorporate measures needed to mitigate any disturbed lead-based paint in the home that was identified in the risk assessment. G. Perform and complete a lead clearance on applicable properties. Owner Rights: WCCRC reserves the right to reject any and all proposals, reissue an RFP, or proceed in an alternative fashion as may be permitted by the applicable rules, regulations and policies of the NYS CDBG Program. The Town of Kortright is seeking proposals from New York State/EPA Certified Lead contractors/firms to provide Lead Risk Assessment, and Clearance in conjunction with a recently awarded Community Development Block Grant (CDBG) Housing Rehabilitation Grant #605HR303-23. The purpose of this Request for Proposal (RFP) is to receive responses from pre-qualified, EPA certified lead inspectors regarding the Kortright Housing Rehabilitation Grant. We are expecting to service 8 residences throughout Kortright, NY over the course of the next two years with a contractual end date of 01/13/2026.
