this bid solicitation. Overview
The City of Pawtucket (City) is interested in selecting a Consultant (or consultant
team) to provide professional design and consulting services related to public
infrastructure improvements associated with Phase 1B of the Tidewater Landing
project in the City of Pawtucket. In general, these improvements include the
design of public amenities to support pedestrian and bicycle movements through
and to the overall Tidewater Landing project.
The City intends to select a Consultant firm/team that the City believes will
provide the best qualifications in assisting the City with improvements that meet
the City's needs for this facility.
Please see Appendices D, E, and F for more information regarding the Scope of
Work, Proposal Requirements, and Selection Criteria requirements of this RFQ. Scope of Work
The proposed scope of work below is provided for a general outline of anticipated
services - a specific scope of work and defined fee will be executed with a
Consultant selected to perform these services.
For purposes of this Request for Qualifications ("RFQ"), the City is seeking
Professional Design Services for public infrastructure improvements related to
Phase 1B. Specifically, this RFQ includes professional consulting services ("Work")
generally for:
o Project Consultation and Administration,
o Grant Consultation and Administration,
o Engineering and Landscape Architecture Design Services (Plans,
Specifications, and Estimates),
o Permitting Services,
o Bidding, and
o Construction Administration Services. - Miscellaneous
Vendors shall at all times comply with all federal, state, and local laws, ordinances and
regulations and shall defend, indemnify and save harmless the City of Pawtucket
against any claims arising from the violation of any such laws, ordinances and
regulations, including but not limited to challenges as to the legality of any and all
vendor installations.
o The City is exempt from the payment of the Rhode Island State Sales Tax under the
1956 General Laws of the State of Rhode Island, 44-18-30, Paragraph 1, as amended.
Further, the City is also exempt from the payment of any excise or federal
transportation taxes. The proposal prices submitted must be exclusive of same, and
will be so construed.
o The City of Pawtucket reserves the right to cancel an agreement with the Vendor with
thirty (30) days written notice and to award the contract to the next highest evaluated
respondent.
o The City of Pawtucket reserves the right to renegotiate the terms of this contract with
the Vendor for subsequent years provided the Vendor agrees to the contract terms for
the renewal period.
o The payment and performance of any obligations under this contract for years beyond
the first fiscal year are subject to the availability of funds.
o The City reserves the right to pay the selected Vendor via credit card at its sole
discretion.
