Wastewater Treatment Plant Improvements This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All Federal CDBG requirements will apply to the contract: BIDDERS on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. BIDDERS must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. BIDDER hereby agrees to commence WORK under this contract on or before a date to be specified in the NOTICE TO PROCEED and to fully complete the PROJECT within three hundred sixty-five (365) consecutive calendar days thereafter The Town of Pollocksville is committed to and supportive of efforts to effectively maintain and/or increase the use of Small and Minority/Women-Owned Business and Historically Underutilized Businesses (HUB) contract participation for Construction Projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968 (24 C.F.R. Part 135). The total CDBG program is funded with $2,000,000.00 in CDBG funds which represent 60% of the total CDBG program costs. The total CDBG funding amount of $2,000,000.00 is a governmental disclosure required by the CDBG program and not the proposed construction cost for contracts referenced by this advertisement. The OWNER reserves the right to reject any and all BIDS. BIDDER shall be properly licensed under Chapter 87, General Statutes of North Carolina. Small, minority, women, Historically Underutilized Business (HUB), and Section 3 (low income) businesses and labor surplus area firms are encouraged to submit BIDS. This PROJECT is subject to the good faith efforts and goals for participation by minority businesses required by G.S. 143-128.2. The OWNER has adopted a verifiable ten percent (10%) goal for participation by minority businesses in the total value of the WORK. BIDDERS shall, within the time frames specified in the BID documents, submit all required affidavits and documentation demonstrating that the BIDDER made the required good faith effort in compliance with G.S. 143-128.2. Failure to file all required affidavits and documentation within the required time frames is grounds for rejection of the BID.
