There are two (2) units requiring inspection and cleaning. The first reservoir is located at Water Treatment Plant #1 at 305 Pine Street, Sumter, South Carolina 29150. The second reservoir is located at Water Treatment Plant #5 at 545 Wesmark Blvd, Sumter, South Carolina 29150. They are both 1 million gallon finish water storage reservoirs and the top of both are at ground level. Water Plant #1 The Water Treatment Plant #1 reservoir is a concrete circular structure with a diameter of 130 feet 6 inches. The depth of the reservoir is 11 1/2 feet with a 6 inch slope to the center. The depth of water ranges from 7 -10 feet. The top of the reservoir is ground level. The reservoir contains 32 concrete pillars with diameters of 14 inches. Access into the reservoir are two (2) 34 inch diameter circular man ways. There is no permanent ladder access. Contractor must provide extension ladder to gain access. Contractor will utilize underwater vacuuming techniques for the removal of sediment and iron sludge (estimated at 6 to10 inches). Waste disposal is approximately 110 feet from the work site. Contractor will inspect the entire interior surface area of the tank. The contractor will be required to coordinate the final inspection with City of Sumter personnel to allow viewing of the finished project. Contractor will submit a written report along with video documentation of the project. Any problem areas noted by the divers must be documented with video and/or photo evidence. Contractor must have a valid business license and supply at least 3 references. Contractor shall ensure that all standards are met for all pertinent regulations for work in a potable water structure. (NSF 60, ANSI/AWWA C652-92 standards, OSHA, EPA). Bond Notes: Each Bid MUST be accompanied by certified check of the bidder, or a bid bond prepared on the Form of Bid Bond attached hereto, duly executed by the bidder as principal and having the surety thereon, a surety company approved by the Owner (City of Sumter), in the amount of 5% of the bid. Such checks or bid bonds will be returned to all EXCEPT the three lowest bidders within three business days after the opening of bids, and the remaining checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract, or if no award has been made within 60 days after the date of the opening of the bids, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his bid. Please do not submit cash as bid security. Payment and Performance Bonds (CONSTRUCTION BIDS ONLY): If the Contractor's work as set forth in the Scope of Work exceeds $50,000.00, Contractor shall provide payment and performance bonds in the full amount of the Contract Sum. a. The payment and performance bonds, if any, shall name Owner as the obligee. Such bonds must be secured by cash or must be issued by a surety company licensed in the State of South Carolina with an "A" minimum rating of performance as stated in the most current publication of Best Key Rating Guide, Property Liability. Owner Rights: The City reserves the right to reject any or all bids and to waive any technicalities in the best interest of the City. City of Sumter reserves the right to obtain clarification or additional information necessary to properly evaluate a bid. Failure of vendor to respond to a request for additional information or clarification could result in rejection of that vendor's bid. City of Sumter reserves the right to accept or reject any and all bids, in whole or in part, separately or together, with or without cause; to waive technicalities in submissions, to secure a project that is deemed to be in the best interest of the City. City of Sumter also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the City.
