Contractors wishing to be considered for this project should thoroughly read this Request for Qualifications (RFQ). Information required to be provided in the qualification document is detailed in Section V- Statement of Qualifications or SOQ. Contractors submitting a SOQ must do so in accordance with the requirements of Section VISubmittal of Statement of Qualifications. As required by Section XI- Contract Documents, a signed copy of the enclosed Independent Contractor's Agreement (Attachment RFQ2) must be submitted with the SOQ The City of Bakersfield (City) desires to enter into an agreement with a qualified professional firm (Proposer or Contractor) to develop a comprehensive and understandable master plan with identifiable action items and a plan summary for the Organics Recycling and Composting Facility located at 2601 South Mount Vernon Avenue Bakersfield, CA 93307. The term of agreement shall be in place for one year from the effective date of the Agreement. The Plan will encompass several components; all of which are specified in the Scope of Work. Contractor should submit a Statement of Qualifications (SOQ) after carefully reviewing the Scope of Work. Development of the Organics Recycling and Composting Facility master plan (Plan). The Plan should develop a comprehensive business model for managing the organics recycling facility that processes over 200,000 tons annually; identify and outline programs, initiatives, and needed personnel for current and future operations for processing and disposal of recyclables and non-recyclables; analyze and develop a plan for infrastructure that addresses equipment needs and maintenance program, fueling, and parking within current property foot prints; assess the risk of materials coming into the organics recycling facility, reevaluate operating plan for the organics recycling and composting facility - particularly as it relates to receipt, storage, and handling of incoming materials; reassess fire suppression systems; with focus areas on emergency preventiveness and site security; and ensure all analysis and recommendations are in regulatory compliance with local, state, and federal requirements.
