The City of Galt (City) is soliciting this Request for Proposals (RFP) for engineering consulting services for the City of Galt's Carillion Deep Well Project. The City desires to design and construct a deep well at the Carillion Water Treatment Plant that is similar in size and functionality to the existing Golden Heights and Industrial deep wells. The Project site map is provided in Appendix A. A brief overview of the invitation for design services includes the installation and analysis of a test hole, designing an approximately 1600-foot deep municipal well to meet a production of 2000 Gallons Per Minute (GPM), preparing bid documents, preparing and applying for all necessary permits (including environmental), and providing engineering design services during construction. An existing water treatment plant, operated by the City, will also be required to be modified to accommodate the new well. Consultants who submit proposals for the Project should be familiar with municipal deep well designs and operational needs, related code requirements, and the preparation of appropriate CEQA documentation. The City uses a "Qualifications Based Selection" process in determining which Consultant to contract with. The process will include an evaluation and ranking of Consultants based on set evaluation criteria. Top ranking Consultants may be asked to participate in an oral interview and will be ranked again based on set evaluation criteria. If for any reason an acceptable contract cannot be negotiated with the top ranked consultant, negotiations will commence with the next ranked firm. In addition to the proposal a password protected (independent of proposal) cost estimate is required as described below. The consultant is to submit a detailed cost proposal for all services and materials anticipated in completing the project. The estimate must be prepared in advance and submitted with the proposal in a separate PDF so the City has a detailed cost analysis of the project to evaluate the reasonableness of the Consultant's cost proposal. The estimate will be kept confidential until after the consultant rankings have been established. The City will open and review the fee proposal of the top ranked consultant only.
