Delta Diablo is seeking proposals from qualified firms interested in providing Construction Management and Inspection Services for the Cogeneration System Improvements Project, as described in this Request for Proposal. The selected Consultant shall assist in the administration of the construction contract and provide inspection services for the project. The project is located in Antioch, CA. Introduction Delta Diablo (District) invites proposals for the Cogeneration System Improvements Project (Project) from construction management firms for construction management and inspection services as described in the proposed Scope of Work. Qualified firms that submit a proposal will be evaluated in accordance with the requirements defined within this Request for Proposal (RFP). Upon successful negotiation with the District, the selected Consultant will enter into a Consulting Services Contract (Appendix A) to provide construction management and inspection services for the Project in accordance with the general scope of work described in this RFP. The District reserves the right to negotiate a modified scope of work with the selected Consultant. In addition, the District reserves the right to issue a new RFP and select a new consultant for future work and/or for other work not included in the negotiated contract Scope of Work The following scope of work is conceptual and represents a general outline of the expected services to be provided by the Consultant. It is not intended to be a complete list of services. The District expects consultants to use their knowledge and expertise to present a fully-developed scope of work that cost-effectively addresses the key project elements and considerations. Consultants should incorporate modifications and additions to the proposed scope of work, as needed, to support effective project delivery. Task 1 - Design and Constructability Review The Consultant shall review contract plans and specifications (i.e., 95%), including constructability review, and provide recommendations needed, if any, to improve the contract documents and project execution. Key Deliverables and Schedule: The Consultant shall provide one (1) copy of the Design and Constructability Review Report prior to completion of final design. Task 2 - Construction Management The Consultant shall provide construction management services from pre-construction through notice of completion phase of the project. Services to include construction administration, oversight of inspector(s) and support on submittals, RFI's review and analysis of the contractor baseline schedule and schedule of values review, change order evaluation and preparation, testing, and start-up. The Consultant shall handle the review and processing of monthly progress payments and prepare the summary cover sheet which will be executed by the contractor, the Consultant, and the District. Task 3 - Construction Inspection and Specialty Inspection Services The Consultant shall provide inspection for quality of construction, daily written reports with labeled photos, next-day construction work plans, and documentation of deficient work and follow up correction. Task 4 - Clerical Support The Consultant shall provide, as needed, clerical support to process and file submittals, RFI's, and assist with digital archiving of project records in the District's file format and provide general clerical support to the Construction Manager and inspector(s). Task 5 - Bid Services Support Brown and Caldwell will provide bid services support. However, the Consultant may be requested to participate in the construction pre-bid meeting and job site walk. The District will advertise the construction bid and serve as the primary point of contact for all bidder inquiries. Task 6 - Project Closeout The Consultant shall include preparation of detailed project punch lists, coordinate the correction of deficiencies, and conduct a final walk-through with the District Project Manager prior to the acceptance of work. In addition, Consultant shall coordinate the development of final record drawings with the contractor, District, and Design Engineer. In addition to performing all tasks as described above, the Consultant shall, at a minimum, perform or make provisions for the following, which will be as directed by the District: Assist District staff to oversee the construction activities and be responsible for all construction management services outlined in this RFP and will also coordinate with the Design Engineer through the District's Project Manager for construction activities requiring input from the Design Engineer Furnish its field staff with office supplies, computers, tablets, tools, inspection gear, cameras, paper and other items as required to provide suitable facilities and to perform the tasks of the project Provide its employees with all required safety equipment to conform to the safety programs while on the construction jobsite Provide its own vehicles, and be responsible for the fuel, maintenance, insurance, and other incidentals associated with such vehicles Lead, run, and document project meetings at District facilities and provide construction management and coordination as required for completion of the project Maintain information systems/construction management software for the project (Procore, Project wise, etc.). District and Contractor staff members shall be provided with appropriate licensing or access as needed. At the completion of the Project, the Construction Manager shall convert all information to text-searchable Adobe PDF files and transfer one, indexed set of files to the District The District will provide a field office, including a meeting room space, at the District's WWTP for use. In addition, mailroom facilities, including copy machine and inbox, are available to the Consultant at the District's WWTP. Project Background In effectively "Transforming Wastewater to Resources," the District reduces local potable water demand via water recycling, generates onsite renewable energy via biogas utilization, and recovers valuable nutrients to improve soil health via land application and composting of biosolids. Biogas produced through anaerobic digestion of wastewater sludges is harnessed as the primary fuel source (60% biogas, 40% natural gas) for the 0.8 megawatt (MW) cogeneration system (i.e., one 1 MW internal combustion engine coupled with a 0.8 MW generator) at the onsite cogeneration system, which allows the District to meet approximately 50% of the WWTP power demand (85% with natural gas included). Waste heat from the engine is utilized on site to heat the anaerobic digesters to >98F. Because the existing cogeneration system, controls, and gas storage and conditioning system components are over 30 years old, the District's 5-year CIP includes the Project to replace the existing 0.8 MW cogeneration system and supporting biogas condition equipment and control systems. In February 2023, the District awarded a consulting services contract to Brown and Caldwell to provide engineering design services for the Project. Project design is currently underway with completion anticipated in summer 2024. This project is qualified for federal tax credits under the Inflation Reduction Action, which requires the project to be in construction by December 31, 2024. Project Description The project primarily involves renewing aging infrastructure in the District's cogeneration system to ensure continued effective and reliable conversion of biogas produced at the District' WWTP to electricity and useful heat for onsite use. Specific project tasks include: Demolition of existing gas treatment system, gas compressors and blowers, engine generator and ancillary equipment, HVAC fans, and electrical equipment Installation of new cogeneration system: internal combustion engine generator, auxiliary cogeneration heat recovery and wasting equipment, and engine exhaust emissions treatment equipment Installation of new digester gas condition equipment: H2S tanks and media, skid mounted digester gas conditioning system, chillers and pumps, electrical and control equipment, and piping Deadline to Submit Written Questions 5:00 pm PST, Wed, Feb 28, 2024. All questions regarding the Project and this RFP outside of the pre-proposal meeting and site walk must be submitted in writing to the District on or before the date and time via e-mail to the District's Project Manager, Murat Bozkurt, at muratb@deltadiablo.org. Please include the following in the email subject line: "RFP Proposer Questions, Delta Diablo Project No. 22114." Because the District strives to provide consistent information to Proposers, questions received via telephone or submitted to other District staff will not be accepted. At its sole discretion, the District may elect to release responses to questions received, including during the pre-proposal meeting and site walk, to all known interested parties and post questions and responses on the RFP listing at electronically.
