Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid. As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 15 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents. Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated. Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement. The Canadian Space Agency seeks to purchase a Water Purification System. The mandatory technical criteria are: For a proposal to be deemed receivable, the proposed system MUST meet the series of specification listed below. o The system is capable of producing both type 3 water and type 1 water (resistivity 18.2 Mcm @ 25 C; total organic carbon (TOC) <= 5 ppb); AND o The system produces type 3 water at a flow rate of at least 12 L/hr flow. Type 1 water a flow rate is 2 L/min or similar; AND o The system utilizes a 0.22 um membrane filter to remove particulates and bacteria from the type 1 water; AND o The system can utilize portable tap water as the feed water; AND o The system comes equipped with a touchscreen display that is able to exhibit the status of the consumables within the system; AND o The touchscreen display is able to present the dispensing volume, monitor the water quality and allow the user to access any reports or data; AND o The system includes a 50 L tank that has a vent filter and sanitization system with a UVC LED lamp; AND o The system offers an alternative hands-free method of dispensing available for purchase, such as a foot-pedal; AND o The system displays and reassesses the water's resistivity, temperature and TOC indication after each dispense; AND o Specific purification media meet the following requirements: o The pre-treatment cartridge consists of carbon block components and the filter must be pleated. o The polishing cartridge(s) contains a high-grade of synthetically activated carbon. o The tank that is storing the water is composed of a high purity polyethylene and be solid and opaque; AND o The system is configured for a bench top setup. The rated technical criteria are: The proposed system should also meet different specification regarded as assets in our evaluation. The bid technical score will be graded via points associated to each of the following element. o The system is equipped with a dispenser that can dispense at different flow rates. The dispenser is capable of moving and dispensing at least 1.5 m away from the system. The dispenser is also capable of volumetric dispensing. The different flow rates is manually adjustable; (6 points) o Additional filters that allow for further purification of the ultrapure water for trace and ultra-trace organic analysis should be included in the bid; (6 points) o The data in the system is USB-transferrable; (3 points) To be deemed receivable, a bid must meet the minimum score of 9. Basis of Selection - Best Price per Point Obtain the required minimum of 9 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 15 points To be declared responsive, a bid must: (a) comply with all the requirements of the bid solicitation; and (b) meet all mandatory technical evaluation criteria; and (c) obtain the required minimum of 9 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 15 points. Bids not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid that receives the highest number of points nor the one that proposed the lowest price will necessarily be accepted.
