Renovation of a water / sewer project in San Francisco, California. Completed plans call for the renovation of a water / sewer project.

Please be advised that prior to receiving these materials, all requestors will be required to complete, sign, and comply with a Confidentiality Agreement. The objective of the project is to provide health and safety improvements, as well as electrical reliability, to SEP Primary Sedimentation Buildings. The work is to be performed in San Francisco, California. The Engineer's estimate is $20,000,000. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CM D Attachment 1. There will be no LBE bid discounts for this contract. The Local Business Enterprise (LBE) subcontracting requirement is 15.00%. The LBE subcontracting requirement can only be met with CM D certified San Francisco Micro and Small-LBEs. The LBE subcontractor participation requirement for this Contract is below 20% due to the following: This project has a high level of complexity when it comes to the scope of work, primarily the electrical work. The contractor will be installing provisions to run SEP 040/041 during a power shut down to allow both maintenance and connections to an existing substation. This critical load system is comprised of a manual transfer switch, portable generator connection and a portable generator. The contractor will be required to install the critical load test the critical load equipment in a short window that is critical to WWE operation of the facility. During construction, the contractor will be required to coordinate and switch between permanent and temporary power, potentially more than once. Failure to properly transfer between temporary and permanent power can have severe operational consequences. This project also has many weather constraints. Since Southeast Plant (SEP) will be in operation during construction, work will have to be tailored to the dry and wet weather seasons and ensure the building is operational when required by WWE. Lastly, SEP has multiple projects occurring at the same time. This adds an even higher level of complexity since the contractor will have to coordinate with several different projects. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s).Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CM D in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CM D Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CM D Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Class A General Engineering Contractor; C-10 Electrical; C-33 Painting and Decorating; D-6 - Concrete. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement. SFPUC encourages Bidders to complete the Safety Prequalification Web Form at electronically at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 - Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and online for additional information. (B)A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. All questions above this line were received prior to the 10 days prior to bid deadline The LBE subcontracting participation requirement is 15%
