Grant house located on the grounds of the Eastern Market in Detroit, MI. Services will include assessing the general conditions of the building as indicated in the Phase 100 - Study requirements, developing a scope of work for repairs to stabilize and improve the exterior of the building and prevent further deterioration, and to provide construction documents for the purpose of implementing the work through a competitive construction bid process. Documents are to be sufficient for building permits, bidding, and construction. Repair scope to include but not limited to exterior damp-proofing, adding brick to the foundation, repairing structural framing from previous move, repairing the roof structure, replacing and/or wood roof shingles, replacing damaged/deteriorated siding, replacing or restoring exterior doors and windows, construction of a new porch, repainting of the exterior, and any additional work deemed necessary to stabilize the building, making it safe to enter, provide a finished exterior, and a weather-tight building. No work for the floor plan layout is included in the project unless it is deemed necessary for structural stabilization. The house has been moved from the Michigan State Fair Grounds to its current location on the Eastern Market's property in Detroit in 2019. The house was placed on a new masonry foundation after being transported in two horizontal sections. It is unknown at this point if the reconnection of the two halves is permanent or temporary Some work was done to close off the building from the elements but there may be current conditions or openings that could allow weather damage. There has been abatement completed for both lead paint and asbestos. The DNR-MHC has documentation from when the building was disassembled and relocated to the Eastern Market site for reference. While this is an historic building, it is not on the National Register of Historic Places (NRHP). The DNRMHC would like to maintain the character as much as possible, but it is not requiring it to meet the NRHP standards for restoration. Any architectural design study or work for the renovations should not include any extensive historical research of the building. Historical information is available from the DNR-MHC if it is requested. In conversations with the City of Detroit, the project will not be required to go to Site Plan Review but will be required to be submitted for typical building plan reviews and permits and inspections from the City. Services Requested The Professional Services Contractor (PSC) is to provide Phase 100 Study Phase, Phase 300 Schematic Design, Phase 500 Final Design / Bidding Documents, Phase 600 Construction Administration - Office Services, and Phase 700 Construction Administration - Field Inspection Services as required by the DTMB-0430 billable rate. With the above services please include the following in your proposal: Phase 100 - Study Phase shall include the following investigations and recommendations for the exterior renovation and stabilization of the house: o Evaluate the condition of the existing exterior wood siding to determine if and how much siding can be reused. o Determining how much additional new siding will be required based on the determination above. o Determine appropriate composition of exterior wall. i.e., insulation, sheathing. weather resistant barrier, and siding combination. o Evaluate existing trim boards and reuse with the addition of new woodwork. o Cost effectiveness of rebuilding existing windows vs. new historically sensitive wood windows. o Provide barrier free/code analysis for using the first floor for meeting and museum space and second floor for offices. Include evaluation of accessibility and restroom provisions. Analysis to be represented by schematic floor plans. o Barrier-free analysis to include an accessible entrance at the northern exterior door. o Provide option for new southern entry door porch. o Assess condition of existing wood shingle roof and provide plan for restoring, supplementing, and/or repairing the wood shingle roof. o Determine structural stability of the house's connection to the foundation and floor to floor. Provide conceptual design if deemed in adequate. o Provide itemized cost projections for the above items. Additional service requirements o Design Review meetings to be held at a minimum at end of Phase 100, Phase 300, 90% reviews for Phase 500 and as the PSC deems necessary. Microsoft Teams meetings are acceptable. o The PSC shall be responsible for running construction progress meetings twice a month for the duration of the project, including a pre-construction meeting. o Include a probable cost estimate for the anticipated work at Phase 300 and 90% design review for Phase 500. o Two weeks review time is anticipated for each submission. o Coordinate all field work, construction phasing and scheduling with DNR and the Eastern Market in advance to minimize disruption to their operation at the project site. o Include the below reimbursables as part of the proposal. o Plan Review fees o Construction budget projection o Other tasks as delineated in the DTMB Contract for Professional Services: Billing Rate - Not to Exceed for the Phases requested in this proposal. The MDNR has requested that the project move forward as soon as possible with construction targeted to begin in the fall of 2024 if possible in an effort to get the building weather-tight and secured before winter. Provide a proposed design and construction schedule with the PSC Proposal.
