Hiram Clarke Petroleum Storage Tanks Replacement Small Business Goal is 25%. This work consists of furnishing all necessary equipment, labor, material, and supervision to replace the petroleum storage tanks at METRO's Hiram Clarke Bus Operating Facility (BOF) located at 4175 Uptown Drive, Houston, TX. The work identified in Paragraph B is provided as a general outline for the work and may or may not be inclusive of all the work necessary to complete the project. The Scope of Work to be completed is indicated on the drawings and by the requirements of each section of the contract forms, conditions of the contract, and specifications. Refer to drawings for descriptions and locations where work is to be completed. The contractor will be fully responsible for providing METRO a turnkey package to replace the petroleum storage tanks at METRO's Hiram Clarke Bus Operating Facility. A. Establish staging areas according to the plans. Implement storm water pollution protection items. Establish safety procedures. Coordinate operating protocols with METRO facility staff. Obtain City construction permit. B. Tank Farm Replacement will include the following items: a. The petroleum storage tank (PST) system replacement project shall include leak detection, tank gauging systems, emergency shutoff, automatic shutoff upgrades, and security fencing as well as other accoutrements. b. Underground storage tank replacement. c. Above ground storage tank replacement. d. Automatic shutoff system replacement. e. Emergency shutoff system replacement. f. Leak detection system replacement. g. Automatic shutoff system for overfill in case of fire replacement. h. Pipe replacement. i. Automatic tank gauging system replacement. j. Fuel cleaning systems installation. k. Piping and piping trenches. l. Loading and unloading spill containment devices. m. Service lane dispenser replacement. n. Installation of security fence. o. Storm drainage facilities. p. Other associated electrical systems. q. Structural concrete pads. Deadline for submission of Bidder questions to METROs 04/12/2024 at 4:00 PM CT Responses to Bidders Q&A published by METRO 3/28/2024 4:00 PM Intent to Bid Due Date: May 15th 2024, 2:00 PM CDT Start Date for Work under Contract (estimated) 7/29/2024. LIQUIDATED DAMAGES in the amount of $1,299.00 per calendar day will be assessed for each calendar day of delay beyond the completion date. Owner Rights: METRO reserves the right to reject any and all bids, to waive any informalities in bids received and the right to reject all nonconforming, unbalanced, non-responsive or conditional bids. Discrepancies between words and figures will be resolved in favor of words. BID SECURITY: Not less than five percent (5%) of the total bid price is required if the bid price is over $100,000.00. (See Instructions to Bidders, Paragraph D.) PERFORMANCE AND PAYMENT BONDS: A performance bond shall be required if the Contract amount is over $100,000.00. A payment bond shall be required if the Contract amount is over $25,000.00. Bonds shall be executed for one hundred percent (100%) of the value of the Contract.
