Presolicitation Notice Page 4 of 4 This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. This pre-solicitation notice is for Solicitation Number 36C24224B0026- Project Number 630A4-17-520 to Replace Pump Station and Controls at the VA NYHHS St. Albans CLC, 179-00 Linden Blvd., Jamaica, NY 11425. This project will be 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). Competition for this procurement is restricted to verified SBA Cert SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in https://veterans.certify.sba.gov. The NAICS code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, size standard: $19 million. IAW VAAR 852.219-10 the VIP listed SDVOSB. Prospective Contractor is required to perform a minimum of 25% of the construction work. The estimate price range for this project is $1,000,000 and $5,000,000. The solicitation is being issued as an Invitation for Bids under FAR Part 14. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). SCOPE OF WORK: The scope of this project is to replace the existing pump station and controls in Building 176 at the VA St. Albans Campus. This project includes replacing six pumps, valves, accessories, and controls using majority of the existing piping. Replace the electrical switchgears for the six pumps. Connecting the meter bypass valve, surge valves, flow meters, thank level sensors, pump VFDs and pressure switch pumps on a new DDC system and connecting it to the existing the BMS system. In addition, installing control conduits in Building 176 to Building 89. The tasks below should be executed by the contractor but is not limited to: 1. Clean up, patch, and finish repair work associated with the new control conduits in the Building 176 pump room. 2. Install new self-closing safety gates to the existing trench access opening guardrails. 3. Install new fire extinguisher cabinets where fire extinguishers are not mounted in cabinets. 4. Use all applicable codes and standards associated with VA Design Standards, National Fire Protection Association (NFPA), Life Safety Codes. 5. Patch and repair masonry work as required. 6. Contractor to make modifications to the existing mezzanine to accommodate new vertical pump motors where required. 7. Contractors to maintain concrete pads for mechanical equipment were required. 8. Contractor to install underground conduit control runs between Building 92 and Building 176. 9. Contractor to ensure construction will cause minimal interference with the normal function of the VA facility and surrounding communities. Contractor to provide a proper phasing plan. 10. Contractor to present phasing plan to VA personal including the COR to obtain approval before construction. 11. Contractor to replace six water boost and jockey pumps. 12. Contractor to connect the new pump controls to the existing buildings management system. Contractor shall coordinate with manufacturer for the pump motor sizing. 13. Contractor to replace all pumps and valves in the pump station trench area. 14. Contractor to conduction site investigation before construction. 15. Contractor to replace the existing four domestic water pumps and two fire pumps electrical services. 16. Contractor to work on the reconfiguration to support 120/280V. 17. Contractor to work on replacing the pump station electrical service and the existing motor control center. 18. Contractor to insure the new DDC system is compatible with the BMS system. 19. Contractor to have temporary lighting on the construction site while working. 20. Contractor to replace dry pit vertical turbine pumps to connect to new discharge piping and valves in Shallow Pipe Trench Area and to motor in the Booster Pump Area. 21. Contractor to clean interior of existing 150,000-gallon ground water storage tank. 22. Contractor to conduct a water quality testing after cleaning. 23. Contractor to install a main distribution switchboard after the automatic transfer switch. 24. Contractor to replace light fixtures in the pump station with new light emitting diode type light fixtures rated for the space it serves. 25. Contractor to update the existing BMS controls system to the latest software. 26. Contractor to connect the existing mono-chloramine system for treating legionnaire disease into the new pumping system. 27. Contractor to include installing new water meters in the pump house to calculate flow rate and facility water consumption in gallons and report it to the existing BMS System. 28. Contractor to replace the facility New Yok City Department of Environmental Protection water meters located at the main pump house Building 176 and the Baisley Boulevard pump house. 29. Contractor to install new check valves and back flow preventers for the new facility water meters. The new facility water meters shall be connected to the NYCDEP automated meter system. The new facility waters shall comply with the NYCDEP requirements. 30. All work shall conform to VA criteria and regulation. The project design shall comply with VA Plumbing Design Standards & Criteria, ASHRAE 90.1 and all applicable NFPA codes. Prospective contractors must be registered and certified online with SBA Cert information in lieu of VetBiz https://veterans.certify.sba.gov and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about April 16, 2024.
