MSARNG with a lead service line inventory (LSLI) for Camp Shelby, Camp McCain, and 20 other smaller national guard locations across the state that will be conducted in response to EPA's Lead and Copper Rule Revisions (LCRR). Background & Overview The LCRR requires all Community Water Supplies (CWS) and NonTransient Noncommunity water supplies (NTNC) to develop a lead service line inventory (LSLI) by October 16, 2024, and submit it to MSDH's Bureau of Public Water Supply and National Guard Bureau (NGB). The LSLI is needed to assess the extent of the LSLS within the current system, identify better sampling locations, and to begin planning for LSL replacements. The inventories must include all service lines connected to the distribution system regardless of ownership status. Each inventory must include the portion of the service line owned by the water system and the portion that is privately owned. Each service line must be categorized as lead, galvanized requiring replacement, non-lead, or lead status unknown. The service line materials inventory must be publicly accessible. The materials inventory must be updated as new information becomes available or as service lines are replaced. The goal of the service line materials inventory is to identify service line materials. Water systems or contractors/vendors will complete the inventories using approved templates designed by MSDH or others. The templates include critical information needed to make future lead service line replacement decisions Scope of Work Following is an outline of services to be performed. The MSARNG will also consider input from contractors as to other suggested services to be considered for inclusion. Work to be performed under the Contract awarded through this RFP includes: Service Overview Contractor agrees to provide the MSARNG the services described herein. Contractor will prepare supporting documentation, review information, and complete the service line materials inventory for the MSARNG, which is subject to the sources of information found in 40 CFR 141.84(A)(3). The contractor will enter the appropriate information into a MSDH approved (or EPA required) materials inventory form (Excel spreadsheet) and submit the completed form to the MSARNG. Services to be Performed The contractor shall work with the MSARNG to complete a lead service line materials inventory for all service lines. This materials inventory shall include the utility-owned and customer-owned portions of the service lines. The contractor shall submit monthly and final progress reports to the MSARNG. 1. Preliminary Assessment: Conduct a thorough review of existing documentation related to water supply systems. Identify potential sources of lead contamination and assess historical data. Historical records include: previous materials evaluation, construction and plumbing codes and records, water system records, system inspections, tap cards, and date of construction. 2. Field Investigation: Perform on-site inspections to locate and document lead lines within the designated project area. Utilize advanced technologies, such as GIS mapping, to accurately record the location of lead lines. 3. Daylighting: If a service line is not accessible for visual inspection and record review cannot make a determination, then portions of the water system may need to be potholed for access to the pipe. Contractor shall make every effort to minimize disruption to existing roadways and other infrastructure. Any daylighting services shall be coordinated with MSARNG. 4. Sampling, Testing, and Analysis (if necessary): Collect water samples from identified lead lines for laboratory testing. Ensure sampling methods adhere to EPA and Mississippi Department of Environmental Quality (MDEQ) standards. Three sampling protocols are described in Hensley et al. (2021), each with varying degrees of cost, complexity, accuracy, and customer cooperation required: targeted service line sampling, flushed sampling, and sequential sampling. Analyze laboratory results to determine lead levels and assess potential risks. Develop a comprehensive database of lead line locations, characteristics, and associated data. 5. Reporting: Prepare detailed reports outlining the findings of the lead line inventory. Clearly document compliance with EPA and Mississippi requirements.
