The primary goal of the project is to beneficially use the landfill gas produced at Riverside County's Coachella, Edom Hill, and/or Highgrove Landfills to produce electricity while maintaining compliance with all regulatory statutes. To produce electricity from landfill gas generated at any combination of the DWR's Closed Coachella, Edom Hill, and Highgrove Landfills while maintaining regulatory compliance. DWR's goal is to beneficially use the landfill gas, instead of flaring the landfill gas. The project will be funded by the applicant and profits shall be shared with the County through a profit-sharing agreement or similar negotiable arrangement. The project developer shall monetize the use or sale of electricity at their discretion. Background Information The DWR has been flaring landfill gas at the Coachella landfill since 1999, at the Edom Hill landfill since 2008, and at the Highgrove landfill since 1998. For additional information on the history of each site and landfill gas flow history of each site see the Supplementary Site Information in Exhibit B. This RFP has a space provided under each question the County has of the Bidder. This RFP is available for electronic download at www.publicpurchase.com. The Riverside County Department of Waste Resources ("DWR") is offering an opportunity to qualified entities for the development of a Landfill Gas ("LFG") Beneficial Use Project ("Project") at the DWR's Closed Coachella Landfill, Edom Hill Landfill, and/or Highgrove Landfill located in Coachella, Cathedral City, and Highgrove Area (Unincorporated Riverside County), California, respectively. The project proponent has the option to use any combination of the three closed landfill sites. The DWR is allowing an interested party to develop a project that would generate electric power from the LFG produced by the closed landfill(s). This project shall use the gas in a way that complies with all governing air quality and other applicable regulations. The DWR will maintain rights to the LFG. The applicant will evaluate and determine the means by which the project generates electricity from the LFG. The project proponent will fund the development of the project, likely with a profit-sharing agreement with the DWR or some similar arrangement. The project proponent shall monetize the use or sale of electricity at their discretion. The DWR will continue to maintain the existing flare at each site for use by the DWR if needed. In the event that the project results in the DWR inability to comply with landfill regulations, emissions or other applicable regulations of the Local Enforcement Agency, the South Coast Air Quality Management District (SCAQMD) or CalRecycle, the DWR shall have the authority to shut down the project with notice. LFG will then be diverted to the DWR's flare until the project proponent can make necessary modifications or repairs to the project to restore the DWR's compliance with landfill regulations.
