This project will provide asphalt overlay of existing roads to extend the service life of the pavement and to reduce time spent by the road crews on pavement patching. ENGINEERS ESTIMATE: $3,809,603 Bids are required for the entire work described in the Contract Documents. There have been recent updates to Insurance requirements for the County. Bidders are responsible for reviewing the updated requirements referenced in the Contract Documents. All bidders are required to acknowledge and confirm receipt of every addendum in their bid proposal. The bidder must have either a Class A license or a combination of Class C licenses that make up a majority of the work at the time the Contract is awarded (Public Contract Code section 3300). When the bidder holds a combination of Class C licenses, all work to be performed outside of the bidders license specialties, except work that is incidental or supplemental to the licenses of the bidder, shall be performed by licensed Subcontractors in compliance with the Subletting and Subcontracting Fair Practices Act (Chapter 4 (commencing with section 4100) of Part 1 of Division 2 of the Public Contract Code). Pursuant to Labor Code section 1771.1: A Contractor or Subcontractor shall not be qualified to bid on, be listed in the Bid Proposal, subject to the requirements of Public Contract Code section 4104, or engage in the performance of this public works project, unless currently registered with the Department of Industrial Relations and qualified to perform work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered Contractor to submit a bid that is authorized by Business and Professions Code section 7029.1, Public Contract Code section 10164, or Public Contract Code section 20103.5, provided the Contractor is registered to perform public work pursuant to Labor Code section 1725.5 at the time the contract is awarded. Pursuant to Public Contract Code section 22300, the successful bidder may substitute certain securities for funds withheld by County to ensure performance under the Contract or, in the alternative, request the County to make payment of retention to an escrow agent. The successful bidder will be required to furnish the County with payment and performance bonds, with each issued by a California admitted surety insurer equal to 100% of the Contract Price. Pursuant to Labor Code section 1770 et seq., the Contractor and all Subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor, and the debarment of Contractors and Subcontractors. "Economic Sanctions" refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Should the State or County determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for termination of this agreement. The County shall provide Contractor advance written notice of such termination, allowing Contractor at least 30 calendar days to provide a written response.
