Site work for a water / sewer project in Lake Charles, Louisiana. Completed plans call for site work for a water / sewer project.
For the following Project: CITY OF LAKE CHARLES, LOUISIANA SOUTHERN SEWER LOOP SUNSET LIFT STATION REHABILITATION & IMPROVEMENTS CAPITAL PROJECT NUMBER CP3242 All bids must be submitted on the proper or electronic bid form. Contractor shall display his Contractors license number prominently on the outside of the envelope on paper bids. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender. All bids shall be accompanied by a certified check, cashiers check, or bid bond payable to the City of Lake Charles, the amount of which shall be five percent (5%) of the base bid and all alternates. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Bests Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders surplus as shown in the A.M. Bests Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana and who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state. The certified check, cashiers check or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents within fifteen (15) days of the Notice of Award. No Bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof; except as prescribed within LA R.S. 38:2215 A. Bids and Bid Bonds shall be submitted only on the forms provided with the specifications. The successful bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract amount, shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list (Circular 570) or any ap-proved bonding companies which is published annually in the Federal Register. The public shall incur no obligation to the Contractor until the contract between the City and the Contactor is fully executed. Contractors or contracting firms doing work which is classed as Hazardous Materials or any sub classification, shall be properly licensed when the work to be performed is $1.00 or more. Contractors or contracting firms submitting bids for work besides Hazardous Materials, shall be properly licensed for any work in the amount of $50,000.00 or more. All such bidders shall certify that they are licensed Contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes. As a requirement under LA R.S. 37:2163, this project is classified by the Engineer. The Contractor shall reference Section 00200 Instructions to Bidders Part 3.6.1 for the required licensure classification. Bids will be evaluated by the City of Lake Charles based on the lowest responsible bid submitted which is also in compliance with the specifications. The City of Lake Charles reserves the right to reject any and all bids in accordance with the provisions of LA R.S. 38.2211, et seq. Bids in the amounts specified above which have not bid in accordance with requirements, shall be rejected and shall not be read. Additional information relative to licensing may be obtained from Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. The requirements for Bidders and Contractors under this order are explained in the Specifications. All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed, faxed, or emailed to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven (7) working days prior to the date for opening of Bids may not be answered. Question Deadline 03/22/2024 A. Contractor shall furnish labor, materials, equipment, tools, services, supervision, and incidentals required to complete the Work as shown on the Plans and specified herein. This Work includes, but is not necessarily limited to, the following: 1. Construction of Onsite Motor Control Center. 2. Replacement of Existing Control Panel and Installation of VFDs. 3. Installation of Stand-by Diesel Generator w/ATS. 4. Relocation and Consolidation of Incoming Gravity Sewer to Lift Station. B. Any part or item of the Work reasonably implied or normally required to make each installation satisfactorily and completely operable shall be performed by Contractor and expense thereof shall be included in applicable unit prices or lump sum prices Bid for the various items of Work. It is the intent of Contract Documents to provide Owner with complete and operable systems, subsystems, and other items of the Work. All appurtenances and other items of Work that are incidental to meeting intent of these Contract Documents shall be considered as having been included in the applicable unit prices or lump sum prices Bid for the various items of Work even though these items may not be specifically called for in the Specifications or shown on the Plans.
