Knox County Courthouse Ramp Replacement Questions prior to bid opening shall be submitted electronically to cbasham@klingner.com. Include in the Subject Line: Knox County Courthouse Ramp Replacement - Question Submittal. Reference Specification Section or Plan Sheet in email. No questions shall be taken over the phone. A certified check or bank draft, payable to Knox County, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to 5% of the total Bid shall be submitted with each Bid. Knox County reserves the right to reject any and all bids, to accept other than the lowest bid, and to waive any irregularities or informalities in bids received. Bids may be held by Knox County for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding the Contract. All questions should be submitted, in writing, not less than five (5) calendar days prior to the bid date, to the Owners Architect/Engineer Consultant whose identity and contact information is previously indicated in these Instructions to Bidders.
