Reference Number 0000345157 The purpose of this request for proposal is to enter into a contract with a qualified firm to prepare a Five-year Strategic Plan for the creation of a Consolidated Plan and the first-year Annual Action Plan (AAP) that is comprehensible, easy to read and understand, and must meet all HUD requirements, guidelines, rules and regulations pertinent to the preparation of the Consolidated Plan. The County is also looking to develop its AI, or whatever report is consistent with HUD's regulatory framework at the time of submission. It is anticipated that this RFP may result in a contract award to a single contractor. Preparation of the plans includes a process for citizen participation and public comment. Outreach is to include a minimum of three public meetings, in addition to the required public hearings. Outreach must also include the local Public Housing Agency (PHA) and PHA residents. The consultant's attention is to be directed to assessment, prioritization and development of strategies, programs, and policies for low-moderate income community needs, particularly those that have not been adequately addressed in previous plans and studies.
