Renovation of an educational facility in San Diego, California. Completed plans call for the renovation of a educational facility.

Description of Work: The proposed Powell-Focht Basement Renovation project would convert approximately 3,100 GSF of office space within the basement of the Powell-Focht Bioengineering Hall, located in Warren College, to an instructional wet lab including separate tissue culture room, makers space and support space. The proposed space was initially intended to support wet lab use but was converted to office space shortly after initial building occupancy. The remainder of the basement is occupied by research and education spaces including laser labs, vivarium, and classrooms. The Bioengineering department requires additional instructional wet lab space to accommodate the Bioengineering curriculum. The project will require analysis of existing MEPF systems capacity, building accessibility, and restroom fixture count compliance. Project duration is 460 calendar days (175 Preconstruction Days and 285 Construction Days). Requests for clarification or interpretation of the Bidding Documents must be in writing and received by University by Wednesday, March 19, 2024 at 4:00 PM. Questions received after the above-noted deadline may be answered at the discretion of the Universitys Representative. Revisions, additions or deletions will be made by written addenda issued by University of California, San Diego, Capital Program Management only There is no charge for the Bid Documents which will be made available to the prequalified bidders. Only prequalified bidders will be allowed to submit a Bid on this project. The following bidders have been prequalified to bid on this project. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120). The apparent responsible bidder will be selected on the basis of the Best Value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: General Building Contractor, License B. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. The work described in the contract is a public work subject to section 1771 of the California Labor Code. Contractors and subcontractors on all public works projects must use the DIR's upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
