Timeline: August 15, 2024 - Draft feasibility assessment and conceptual design submitted. September 14, 2024 - Final draft submitted. September 15, 2024 - Presentation of assessment and conceptual design to the Mayor & Commissioners. September 30, 2024 - Final assessment and design submitted. All responses to the requested information should be answered thoroughly and as succinct as possible. No firm may submit more than one proposal. . Failure to provide any of the listed items may result in elimination from consideration. c. The submission shall include the following items: 1. Letter of Interest - at a minimum, the letter of interest should include the following: a. The name and address of the firm and the state(s) in which Incorporated and licensed. b. The name, address, telephone number, and email address of the designated contact and the principal(s) authorized to conduct negotiations for the firm. c. A brief description of the firm's interest in performing the required services. 2. Description of Qualifications and Experience - qualifications and experience must address the requirements of this RFP in accordance with the scope of services being requested and, at a minimum, include the following: a. Overview of the firm, including size of the organization, types of services provided, and number of years these types of services have been provided. b. A list of similar projects the firm is working currently, or has completed, to include: the project location, description, and completion date. c. The projected total costs, including reimbursables, associated with the services specified in the RFP. d. The projected schedule for completing the services specified in the RFP. e. A proposed strategy to engage town residents in understanding their concerns and to inform the residents of the project findings as the contract isimplemented. f. Provide a resume, or other similar format, of the project manager, and other current key staff members who may be involved in this project. g. Applicable individual and corporate licensing, insurance minimum of $1,000,000 in aggregate and the ability to name the Town of Elkton as additionally insured. Project Scope and Tasks Town of Elkton is inviting proposals from qualified professional engineering/consulting firms to complete the following: Task 1. Drainage assessment for Big Elk Creek within Chester County, Pennsylvania, Cecil County, Maryland and the Town of Elkton. Conduct a comprehensive drainage assessment of Big Elk Creek, within Chester County, Pennsylvania, Cecil County, Maryland (Cecil County) and the Town of Elkton to better understand the sources of flooding and siltation that are adversely impacting the Town. This would include identification of flood impact areas (precipitation-based, riverine, tidal, or a combination). Current and historic data is available from the U. S. Geological Survey and captured by the USGS Station 01495000 Big Elk Creek at Elk Mills, MD. Task 2. Prioritize flood impact areas and identify potential solutions based on local conditions. Based on the findings and analysis of the drainage assessment, identify and map at risk infrastructure, community assets and properties at risk within the municipal boundaries of the Town of Elkton. Prioritize the flood impact areas and identify potential solutions utilizing data from Task 1 that reduce flood impacts and are permittable. Task 3. Provide Conceptual Designs for up to three of the flood impact areas For the highest priority flood impact areas, develop up to three (3) conceptual designs for the proposed solutions in priority areas identified in Task 2. Concept designs must be located within the corporate limits of the Town of Elkton. These designs should be detailed enough to lead to engineered designs in a subsequent step. Engage the community and governing body for input on the proposed solutions. All solutions and conceptual designs should be permittable and have community buy-in. The community buy-in includes Town Staff, Commissioners, and residents. A draft version of the study must be submitted to the Town of Elkton prior to the final submission. The draft will be shared with the Maryland Department of Natural Resources (the funding agency) to ensure that all tasks were completed. The final product will include conceptual designs and a permitting viability assessment for mitigation solutions in the highest priority flood impact areas. Outcome End Date: September 30, 2024 Town of Elkton will be responsible for the following: 1. Produce and submit all the grant reports associated with the funding of this project; and, 2. Work with the selected firm in a cooperative manner to complete the project and to address any unforeseen logistical or technical problems with the project.
