The purpose of this Invitation for Bids (IFB) is to establish a requirements contract with firm pricing for grounds maintenance services for the Chesterfield County General Services Department, Waste and Resource Recovery Division. Work shall be performed at the closed landfill locations. ANY NOTATION ON THE EXTERIOR OF THE ENVELOPE PURPORTING TO ALTER, AMEND, MODIFY OR REVISE THE BID CONTAINED WITHIN THE ENVELOPE SHALL BE OF NO EFFECT AND SHALL BE DISREGARDED. The time of receipt shall be determined by the official time clock stamp. Bidders are responsible for ensuring that their bids are stamped by Procurement Department personnel or designee before the deadline. Late bids shall be rejected. Inquiries must be received no later than March 25, 2024 at 4:00 p.m. in order to be considered. All prices shall be F.O.B. Destination: Various Chesterfield County Locations Freight, delivery costs, and incidental charges shall be included. Contact initiated by a bidder concerning this solicitation with any other County representative, not expressly authorized elsewhere in this document, is prohibited. Any such unauthorized contact may result in disqualification of the bidder from this transaction. The work to be performed under this contract will include general cleaning prior to mowing and trimming. The Contractor shall be required to visit each site prior to the beginning of each mowing season (after March 1 and before April 1), and report to the County representative any adverse conditions, changes to the site, etc. County staff will periodically visit the sites and report to the Contractor any discrepancies associated with the Scope of Work of the contract. A. Locations 1. Carver Heights Landfill (Chester) 5921 Nena Grove Lane Chester, VA 23831 Mowing Area: approximately 44 acres 2. Northern Area Landfill, including access road 3204 Warbro Road Midlothian, VA 23112 Mowing Area: approximately 41 acres 3. Bon Air Landfill 1900 Chatsworth Avenue Bon Air, VA 23235 Mowing Area: approximately 21 acres B. Mowing 1. Mowing Season: a. General mowing shall occur between April 1 and October 31 each year (approximately 31 weeks). Mowing outside of these dates may be required on an as needed basis. b. Weather conditions shall be considered by the Contractor to ensure that work is performed on schedule.
