The City is Seeking an Environmental Consultant to Provide Services to the City for the Issuance of a No Further Remediation (NFR) Letter From the IEPA for the 22 Westernmost Acres of the City South 40 Property Located at Il 59 and 103rd Street. The Consultant Will Be Responsible for All Borings, Wells, Samples, Testing, Monitoring and Development of the Documents Required by the IEPA So They Can Issue an NFR. The City of Naperville is accepting sealed bids from qualified vendors to obtain a comprehensive No Further Remediation (NFR) letter from the Illinois Environmental Protection Agency (EPA) Site Remediation Program (SRP) to residential standards The Consultants will perform Phase II and III services for the City property located at southeast corner of Illinois Route 59 and 103rd Street in Naperville. The services will be limited to the southwestern 6 acres of the site, referred to as the "Gorman" parcel. Due at Bid Opening: Affidavit of Compliance Signed Offer to Contract Bid Worksheet Bid Deposit (10% of Total Bid) Prevailing Wage Applies (Prevailing Wage Applies (DuPage and/or Will County as applicable)) Due Before Award: Certificate of Insurance (with signed endorsements) Substance Abuse Prevention Program Due within thirty (30) days of Award: Contractors Safety Checklist (before work begins) When a bid deposit is required as indicated on the Invitation to Bid, each bid must be accompanied by either a bid bond signed by a surety company authorized to do business in Illinois, a cashier's check or a certified check. For construction projects the bid deposit shall be in an amount equal to at least 10% of the amount of the bid. Any bid deposit shall be in an amount equal as indicated in the Invitation to Bid. When bids are awarded, the Purchasing Manager will return all checks except those of the successful bidder(s). The check(s) of the successful bidder will be returned upon the submission within ten (10) days of a properly executed performance bond. If no performance bond is required, the certified check will be returned. EXECUTION OF A PERFORMANCE BOND AND LABOR AND MATERIALS BOND: When noted in the specifications, the City reserves the right to require the successful bidder to supply a Performance Bond and a Labor and Materials Bond within ten (10) calendar days of acceptance of the bidder's proposal by the City. The bonds, unless otherwise specified by the Purchasing Manager, shall be 100% of the total contract price. All questions concerning this bid shall be submitted in writing at least five business days prior to the online bid opening to Carla Soria at soriac@naperville.il.us. The deadline for questions is March 21, 2024 by 12:00 p.m. If required, a written response in the form of an addendum will be issued. No contact with the City Engineer, Transportation, Engineering and Development Business Group shall be made during the bid process. Questions asked after the deadline are not guaranteed a response. CRITERIA FOR AWARDING BID/ RESERVATION OF RIGHTS: The contract will be awarded to the lowest responsible bidder, or any other bidder determined by the City Council to be in the best interest of the City, who complies with all the provisions of the invitation to bid. The City reserves the right to reject any or all bids or to waive any nonconformity in bids received whenever such rejection or waiver is in the best interests of the City. The City also reserves the right to reject the bid of a bidder who has previously failed to satisfactorily perform a contract, has not completed contracts on time, or who investigation shows is not in a position to perform the contract. In determining responsibility, the following qualifications will be considered by the City: (a) The ability, capacity, and skill of the bidder to perform the contract or provide the service required; (b) Whether the bidder can perform the contract or provide service promptly, or within the time specified, without delay or interference; (c) The character, integrity, reputation, judgment, experience, and efficiency of the bidder; (d) The quality of performance of previous contracts or services; (e) The previous and existing compliance by the bidder with laws and ordinances relating to the contract or service; (f) The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the service; (g) The quality, availability, and adaptability of the supplies or contractual services to the particular use required; (h) The ability of the bidder to provide future maintenance and service for the use of the subject of the contract; (i) Bidder's record of experience in construction improvements of the size and type required in the bid specifications; (j) Lowest bids received including discounts for cash payments. Contract Expiration Date: _June 30, 2025 The method of Contractor Selection has not been Determined at this time.
