Combined Synopsis - SOLICITATION - W9127N24Q0061 Bradford Island Visitor Center at Bonneville Lock and Dam Flooring Replacement U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 11 March 2024 The Contractor shall provide all labor, materials, and equipment to replace the flooring on the first floor of the Bradford Island Visitor Center at Bonneville Lock and Dam Project managed by the U.S. Army Corps of Engineers. Existing flooring (carpet) will be removed and flooring to be upgraded to a durable, low-maintenance, and ergonomic surface. Carpet is not an acceptable replacement. This solicitation is hereby issued as a Request for Quote (RFQ). The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-04. This solicitation is advertised as a total small business set-aside under NAICS Code 238330, Flooring Contractors with a size standard of $19M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Magnitude of Construction (IAW FAR 36.204): Betw een $25,000 and $100,000 The government requests quotes for the following items: CLIN NO - 0001 SUPPLIES/SERVICES - Bradford Island First Floor Flooring Ren FFP QUANTITY - 1 Supplies/Services will be inspected/accepted at: Inspect at - Destination Accept at - Destination Accept by - Government Site Visit will be held on 20 MARCH 2024 at 11:00AM - 12:30 PM PT. Bradford Island Visitor Center Exit 40, I-84 Cascade Locks, Oregon 97014 541-374-8344 RSVP Requested NLT 12:00PM, 19 Mar 2024, to john.r.scukanec@usace.army.mil and nicholas.m.racine@usace.army.mil for an accurate headcount. Please refer to the attached solicitation for submittal information. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Mandatory tasks include: a. Remove existing flooring: Existing flooring is combination of carpet (approximately 3,300 sq. ft.), and tile (approximately 260 sq. ft.). Additionally, the carpet extends up the wall, which is to be removed as well (approximately 200 sq. ft.). All flooring (carpet and tile) to be removed down to bare concrete and hauled off site for disposal. b. Surface prep: Concrete surface will be prepared in a manner that conforms with the specifications of the new flooring to be installed. Concrete surface on the wall where the carpet was will be free of adhesives, down to bare concrete. c. Install new flooring. Flooring to be upgraded to a commercial-grade, low-maintenance, and ergonomic surface. Carpet is not acceptable. Accessibility will have to be maintained for visitors who use wheelchairs and devices for walking assistance. Flooring will be natural tones (blue, with white, green, or brown flecked pattern) that complement the themes of the exhibit area. Desired material would be an interlocking rubber tile system, with an underlayment over the concrete, per manufacturers specifications. Final product, color selection and/or pattern subject to Government approval.
