Work location is the 174th Attack Wing (174 ATKW), 6001 East Molloy Road, Syracuse, New York 13211 on Hancock Field Air National Guard Base. 2. AREA OF WORK: Contractor shall work only in the areas designated by Contracting Officer Representative (COR). Work will be primarily located in proximity to the Building 628 (Base Fuels Facility) and underground storage tank locations (Vehicle Maintenance parking area), both inside and outside fenced locations. 3. DESCRIPTION OF WORK: The work specified by this section consists of furnishing all labor, equipment, tools, appliances, transportation, materials, and quality control/O&M reports required to properly decommission the former Base Fuels Station (BFS) facility and restore the site to an operable secured vehicle maintenance parking lot. Work under the CLIN 001 includes but is not limited to the following: o removal of two, 5,000-gallon double-walled steel Underground Storage Tanks (USTs) including all associated underground utilities tied to referenced facility, o tank cleaning/closure, o excavation, constructing staging areas and staging/stockpiling soils o confirmatory tank grave sampling o regulatory reporting, ( NYS DEC project notification, closure report with NYS DEC concurrence letter) o demolition of existing dispensers and kiosk island o and any other work to return the site to operability as a vehicle maintenance secure parking area as described below, (starting section 3.1) Work under CLIN 002 includes but is not limited to the following: o Dewatering tank excavation into Frac tanks o filtration and PFAS removal from collected groundwater o confirmatory sampling to verify PFAS removal o Discharge water to sanitary sewer upon Onondaga County Wastewater Treatment facility approval, (permit required). o Frac tank and equipment decontamination o Disposal of generated wash/filters/carbon to Hazardous Waste Facility as non-hazardous waste under manifest. o CLIN 002 must be completed in one cycle (28 days) Question Deadline 07/25/2024
