Question Submission Deadline:March 25, 2024, 5:00pm Selection Committe:April 30, 2024, 9:00am Proposed City Council Approval Date:May 20, 2024 The Respondent(s) shall hold a current license from the State of Florida as required for each discipline. Respondent(s) shall have been in business under the current company/firm name for a minimum of three (3) consecutive years (verified through Sunbiz.org). Respondent shall have no record of judgments, bankruptcies, pending lawsuits against the City or criminal activities involving moral turpitude and not have any conflicts of interest that have not been waived by the City Council. Neither Respondent nor any principal, officer, or stockholder shall be in arrears or in default of any debt or contract involving the City, (as a party to a contract, or otherwise); nor have failed to perform faithfully on any previous contract with the City. To demonstrate qualifications to perform the Work, each Bidder must be prepared to submit within five (5) days of Owner's request written evidence, such as financial data, previous experience, present commitments and other such data as may be called for below (or in the Supplementary Instructions) To demonstrate qualifications to perform the Work, each Respondent must be prepared to submit within five (5) days of City's request written evidence, such as financial data, previous experience, present commitments, and other such data as may be called for. Each Solicitation must contain evidence of the Respondent's qualifications to do business in the State of Florida, or covenant to obtain such qualification, prior to award of the contract. Following the opening, Respondents that do not meet the Minimum Qualification Requirements as set forth in this solicitation will not be considered further. The awardee will be required to maintain the Minimum Qualification Requirements during the term of the Contract and any contract renewals. The CITY is seeking qualified and responsible Firms to provide SCADA services including, but not limited to, planning, designing, and integration of utility electrical and instrumentation and control systems, including subsystems such as electrical, instrumentation, Supervisory Control and Data Acquisition (SCADA) systems, servers, and network communications as they relate to the utility SCADA system located at various facilities throughout the City. The Selected Firms shall have experience in the water and/or wastewater industry and a proficient understanding of SCADA systems, network communications, computer and server systems, telemetry, engineering design, electrical power, motor control, electrical safety, and instrumentation for a variety of platforms and manufacturers. Selected Firms shall have the ability to service multiple locations at any given time. The Selected Firms shall have the ability to review and implement the integration of additional sites into the current SCADA systems at the City's request. All proposers shall be familiar with all the requirements, whether general or specific. The Selected Firms will also work closely with potential third-party Firms on upcoming cybersecurity initiatives, as well as a future third-party Firms that will be tasked with day-to-day monitoring and maintenance of the SCADA OT Network. The Selected Firms from this RFQ may also be tasked with providing periodic updates on network and hardware health, assessment of vulnerabilities, emerging regulations and other cybersecurity or operational resiliency items as needed. All work must be performed in accordance with applicable Federal, State and Local regulations. Selected Firms shall work with the City's Information Technology (IT) Team to abide by the City's technological standards, guidelines, policies and procedures. During the Contract Term, work is performed as a series of individual work authorizations. Each work authorization, initiated by the City, is defined cooperatively by the City representatives and Selected Firms. Work Authorizations may include planning, design, permitting, installation, repair, replacement, and programming of SCADA, electrical, instrumentation, server, and network systems. These services include but are not limited to engineering, maintenance, repair, refurbishment, programming, construction, and replacement of SCADA and electrical systems and related assets including control panels, programmable logic controllers (PLCs), HMI software platforms, power systems, motor control equipment, instrumentation, server systems, network communication systems, and remote terminal units (RTUs). The Selected Firms shall furnish all parts, materials, equipment, subcontractors, labor, and supervision as necessary to program, maintain, furnish, and install the assigned work as outlined in the agreed upon scope of work provided with each work authorization. The City's SCADA components are critical assets and must remain in service 24 hours per day, 7 days per week, and 52 weeks per year. At least two (2) 24-hour contact numbers shall be provided by the Selected Firms for use by the City. The City's intent is to have all work reasonably scheduled during normal hours with the Selected Firms in advance. The following lists major Electrical and Instrumentation and Control System tasks that the Selected Firms may be expected to perform: Provide design services for SCADA system architecture, communications networks, electrical power systems, motor control systems, lighting, grounding, and process and instrumentation diagrams. Provide electrical engineering services as needed for utility facilities, including design, permitting, planning, procurement assistance, construction management, and other related services for electrical improvements to utility facilities. Provide engineering and technical services to smoothly integrate projects into the City's existing SCADA infrastructure. Develop logical and technically sound phasing and scheduling of individual components for all projects to maintain continuity of operations. Planning and integration of multiple independent SCADA systems into a unified utility-wide system best suited for the City. Design, maintain, install, and program remote telemetry units, programmable logic controllers, servers, network equipment, and associated electrical and instrumentation equipment associated with operation of the City's systems. Properly document all system changes, revisions, modifications, and improvements such that a chronological list of activities is maintained throughout the duration of each work authorization. Provide as-built documentation using a City compatible computer-aided design (CAD) software. Operation and Maintenance manuals for all work performed shall be provided in printed and electronic formats. Provide as-needed services to quickly resolve problems, restore connections, and maintain network connectivity of all City systems. Provide all work in accordance with City and local Codes, existing standards, and preferences. Provide SCADA programming for new automated control processes and to modify existing automated control processes in coordination with existing standards and systems. Design and implement server systems in support of SCADA specific applications and general server infrastructure such as active directory, disaster recovery, routine backups, and services such as domain name system (DNS) and Active Directory Services (AD). Design and implement network security rules, system routing, and network configurations for high availability and secure network communications in accordance with City and industry standards. Support the City's electrical safety program through safe and reliable electrical installations and safety studies including short circuit current and coordination studies. Install and calibrate instrumentation including but not limited to pressure transmitters, level transmitters, flow meters, and analyzers. Evaluate, design, implement, and maintain cyber security measures. Troubleshooting and installing VFD's: Allen Bradley (AB), Schneider, and Yaskawa. Integration of access control and monitoring systems used: Camera monitoring, gate controls, door locks, smoke detector and security systems. Provide evaluations and recommendations with proposed equipment modifications and upgrades. 1. The City has the right to request additional information, after the closing date, from the Respondents including but not limited to, information it deems necessary to evaluate, clarify, or substantiate any area contained in each submittal and to best meet the needs of the City. This includes information which indicates financial resources as well as ability to provide and maintain the system and/or services. Moreover, the City reserves the right to make investigations of the qualifications of the Respondent as it deems appropriate, including but not limited to, a background investigation. 2. The City reserves the right to make award(s) by individual items, group of items, all or none, or a combination thereof, with one or more suppliers; to reject any or all submittals or waive any informality or technicality in submittals received. 3. The City reserves the right to reject any and all Solicitations, to waive any and all informalities and to negotiate contract terms with the Successful Respondent, and the right to disregard all nonconforming, non-responsive, unbalanced or conditional responses. The City also reserves the right to reject the submission of any Respondent if it is in the best interest of the City, whether the Solicitation is not responsive, or the Respondent is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by City. The term of any resulting Contract will be for five (5) years beginning on the effective date (when the last party sign it). The Contract will be considered over at the end of the five (5) year term or when the next contract is fully executed, whichever is later, unless any of the termination clauses are exercised during the term of this contract. Any Respondent that has submitted a Solicitation to the City who is affected adversely by the intended decision with respect to Solicitation award, shall file a formal, written protest within five (5) calendar days after the date of filing of the initial notice of intent to file a protest. Upon filing of the Formal Written Protest, the Respondent shall post a bond, payable to the City in an amount equal to five percent (5%) of the total Solicitation or Ten Thousand Dollars ($10,000.00), whichever is less. Said bond shall be designated and held for the payment of any costs that may be levied against the protesting party by the City, as the result of a frivolous Protest. Said security shall be in the form of a cashier's check on a national or state bank, money order, or a protest bond executed by the Respondent and a qualified Surety authorized to do business in the State of Florida, and acceptable to the City. Failure to submit a cashier's check on a national or state bank, money order or bond simultaneously with the Formal Written Protest shall invalidate the protest, at which time the City may continue its procurement process as if the original "Notice of Intent to File a Protest" had never been filed. The method of Contractor Selection has not been Determined at this time.
