The City of Topeka is seeking bids for a qualified vendor to provide landscaping and lawn maintenance at City Hall, Topeka Performing Arts Center (TPAC), Cyrus K Holliday Building. and the Law Enforcement Center. Q And A Open3/13/2024 12:01:00 AM Q And A Close3/27/2024 10:30:00 PM 1. City Hall / TPAC a. Base Bid Item No. 1, Annual Landscaping Maintenance at City Hall/TPAC: The existing landscaping requires bed maintenance a minimum of once per month or more frequently as needed during the growing season. This shall consist of removing weeds and wild grown bushes and trees, refreshing mulch and dead shrubbery. The vendor shall remove old mulch and replace with new dark mulch once a year. Landscaping to be maintained shall include both sides of City Hall stairs, entire front of building on the north side, west side adjacent to the executive parking and TPAC west entrance, south side along the TPAC main entrance, and the Municipal Court entrance. The east side shall include beds along HVAC tower pit and city employee entrance. b. Base Bid Item No. 2, Annual (Spring & Fall) Law Care Maintenance at City Hall/TPAC: Lawn care maintenance in the spring shall consist of fertilization of all turf grass located around the entire perimeter of City Hall / TPAC. Fall lawn care shall consist of aeration, over seeding, and fertilization of all turf grass in this same area. Lawn care and fertilization shall be performed to industry standards for the condition the turf is in. See approximate location of lawn to be maintained in aerial location map Exhibit A. c. Add Alternate Bid Item No. 7, Irrigation System Repair at City Hall/TPAC: Repair existing irrigation system. d. Add Alternate Bid Item No. 8, Remove Debris and Fill Former Tree Stump Void with Topsoil at City Hall/TPAC: Remove debris from a former tree stump void on the east side of City Hall front steps and fill area with topsoil to establish a level grade. Also, level a nearby depression with topsoil and plant turf type tall fescue grass seed in both areas. The City of Topeka is seeking bids for a qualified vendor to provide the landscaping and lawn maintenance services specified herein around the perimeter of the following City facilities: 1. City's City Hall, 215 SE 7th Street 2. Topeka Performing Arts Center (TPAC) 214 SE 8th Street 3. Cyrus K. Holliday Building, 620 SE Madison Street 4. Law Enforcement Center, 320 S. Kansas Avenue The awarded vendor shall provide continuous landscape maintenance and establish and maintain a strong healthy lawn to enhance the appearance of facilities to visitors and staff. Work shall commence in the spring of 2024 as weather permits. This bid will be awarded to the lowest responsive, responsible bidder based on any combination of base bid plus alternate bid(s), if any are accepted, that the City determines to be in its best interest. The price bid for these services shall remain firm for the period of the initial contract term. The awarded vendor is expected to enter into a one (1) year agreement with the City with the option to renew for four (4) additional one (1) year periods by written agreement of the parties.
