The District of Columbia Government (the "District"), acting by and through its Department of General Services ("DGS" or the "Department"), Division of Contracts and Procurement, collectively the "District", seeks to engage a single Contractor to provide Garage, Roll-up, Overhead and Apparatus Bay Door Inspection, Testing, Maintenance (ITM) & Repair/Replacement Services for various facilities citywide (the "Servies"). All services shall be conducted in accordance with the Scope of Work in Section [C] of this Invitation for Bid ("IFB" or "Solicitation"), the Department's Standard Contract Provisions ("SCP") for Supplies and Service Contracts, January 2016 Exhibit E.1, and other associated contract exhibits, and solicitation attachments listed in Section [J] of this IFB and the proposed contract. The firm-fixed and fully loaded direct labor hourly rates for maintenance, repair, and replacement services of garage, roll-up, overhead, and apparatus bay doors, as outlined in Section [C] Scope of Work and in accordance with Section [B.4.1], CLINs [0001 - 4002], will serve as the Contractor's exclusive method of compensation. These rates must adequately cover all costs associated with providing services, encompassing labor, supplies, preventative maintenance materials, repairs, tools, work vehicles, hydraulic lifts, transportation, power equipment, travel to and from work sites, per diem, subcontractor costs, home office overhead, profit, general and administrative ("G&A") expenses. The Contractor shall provide all labor, supplies, materials, tools, vehicles, lifts transportation, travel and per diem, and every other item of expense necessary and as reasonably inferred to perform all work related to on-call garage and roll-up overhead door inspection, maintenance, and repair services for various facilities citywide. Services performed may include but are not limited to: i. Adjusting or replacing springs on door locks and pulley drives ii. Adjusting and aligning spring tension and sprockets iii. Replacing hinges, links, chains, and belts iv. Installation of electric operators, receivers, and transmitters v. Repair of rolling steel doors, replacing spring tube barrel, cables, long stem rollers, and brackets vi. Lubricating all moveable parts vii. Repair/adjust/replace rolling security screens viii. Repair/adjust/replace gear drives/housings/motors ix. Repair/replace door panels when needed or necessary. Bond requirements - reserved liquidated damanges - reserved Owner Rights: The District through its authorized Contracting Officers, reserves the right to make changes in quantities and any other alterations in the work in accordance with Article 15 of the Standard Contract Provisions for Supplies and Services as further detailed in Exhibit E.1 of this RFP.
