General work description: An on-call contract for various road, flood control, and facilities maintenance work to provide fencing services including, but not limited to, installation, repair, replacement, or removal of fences and gates. Maximum On-Call Contract amount: $400,000 for a one-year period with the option of two one-year extensions. Maximum On-Call Contract amount: $400,000 for a one-year period with the option of two one-year extensions. The Contractor's attention is directed to section 10-1.02A, "Order of Work," and Attachment A, "Scope of Work," in the Special Provisions. Prospective bidders shall be located within a driving distance of 50 miles from 2475 Waterbird Way, Martinez, CA 94553. The County, in its sole discretion, may award one, two, three or four $400,000 contracts to the first, second, third and fourth lowest responsible bidder(s), as applicable. Each bidder may be awarded only one on-call contract. This project is to be advertised pursuant to Public Contract Code 22037. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Prior to submitting a bid, the Contractor and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5, subject to limited legal exceptions under Labor Code section 1771.1. This contract will be subject to compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder must furnish a payment bond and a performance bond. The Board has ascertained the general prevailing rate of wages applicable to this work. The prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is incorporated herein by reference thereto, the same as if set forth in full herein. For any classification not included in the list, the minimum wage will be the general prevailing rate for Contra Costa County. The Contractor must possess a valid Class A or Class C-13 License at the time the Contract is awarded. All bidder questions/inquiries received before 12:00 p.m. the Thursday prior to the scheduled bid opening will be posted with their responses on the Public Works Web Site. Questions received after this deadline will remain unanswered. The said Board reserves the right to reject any and all bids or any portion of any bid and/or waive any irregularity in any bid received.
