Site work for an educational facility in Rumson, New Jersey. Completed plans call for site work for a educational facility.

A. The General Scope of work includes the site preparation and installation of landscape vegetation outside the vestibule of the Learning Commons at Rumson-Fair Haven Regional High School. Included in the scope of work is the installation of planters and benches in the courtyard adjacent to the vestibule and additional exterior light fixtures to illuminate the areas. The work area is located on the exterior of the Learning Commons Vestibule. B. Spaces included in the project scope of work. 1. Grassy area next to the vestibule 2. Concrete courtyard next to the vestibule C. The scope of work includes but is not necessarily limited to the following. 1. Mobilization 2. Demolition and site preparation for the scheduled work 3. Installation of new plants and landscape materials 4. Installation of benches and planters in the courtyard 5. Installation of ground spotlight and soffit light fixtures 6. Demobilization A. The work under contract shall include all labor, materials, equipment, facilities and services of work bound by the contract limit and/or property lines, together with any additional work beyond contract limit or property lines, as indicated on the drawings. B. The Bidder under the Base Bid contract shall include in its proposal all labor, materials, equipment and services necessary or incidental to the completion of the work, and other pertinent work as hereinafter described for the project in accordance with the Drawings, Project Manual, and Addenda. Last Day for RFI March 25, 2024, at 3:00 PM Bidder request for information (RFI) shall be submitted to the Architect- Brian Clayton (bclayton@spiezle.com) Spiezle Architectural Group, Inc. RFI must be submitted on or before the date and time indicated in this notice in order to be responded to. Note: Visitors to Rumson-Fair Haven Regional High School are required to observe security and safety protocols. All visitors must provide their license as a form of identification. The Rumson-Fair Haven Board of Education reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law if it is in the best interest of the RumsonFair Haven Board of Education. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Rumson-Fair Haven Board of Education. Bids must be submitted on the proposal forms provided in the manner designated, accompanied by a bid guarantee in the form of a Certified Check, Cashieris Check, or Bid Bond (together with a Consent of Surety) drawn to the order of the iRumson-Fair Haven Board of Educationi for the amount of Ten Percent (10%) of the bid, but not in excess of $20,000.i The bid is the Base Bid or Base Bid with Alternate Bid(s), whichever is greater. The bid guarantee must be delivered at the above-named location on or before the time noted. Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et. seq. pertaining to the "Public School Contract Laws". Pursuant to N.J.S.A. 18A:18A:-27, bidders for contracts exceeding the bid threshold must be prequalified by the state of New Jersey, Department of the Treasury, Division of Property Management and Construction. Bidding Contractors must be pre-qualified as either iC008 General Constructioni or iC009 General Construction / Alterations and Additionsi. Each bid must be accompanied by an affidavit so certifying if applicable. No qualification rating of any bidder shall be influenced by the bidder's race, religion, sex, national origin, nationality or place of residence. No person shall be qualified to bid on any public work Contract with the Board of Education, the entire cost whereof will exceed $20,000.00, who shall not have submitted a statement as required by N.J.S.A. 18A:18A-28 within a period of one year preceding the date of opening of bids for such Contract. Every bidder shall submit with his bid an affidavit that subsequent to the latest such statement submitted by him there has been no material adverse change in his qualification information except as set forth in said affidavit. In accordance with Drawings and Project Manuals, Commission No. 22A046L, dated March 12, 2024, together with all work incidental thereto as prepared by the SPIEZLE ARCHITECTURAL GROUP, INC., 1395 Yardville-Hamilton Square Road, Hamilton, New Jersey, 08691. Bidders are required to comply with requirements of N.J.S.A. 10:5-1 et seq., iThe Law Against Discriminationi and affirmative action, N.J.S.A. 10:5-31 et seq. and N.J.AC. 17:27-1 et seq. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11- 56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act to the Bidder and all subcontractors. Pursuant to P.L. 2004, c.57 Business Registration of Public Contractors, all bids must include a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue of the Bidder and must include that of all subcontractors i.e., inamed subcontractorsi whose prices are included in the Contractoris bid. PREQUALIFICATION OF BIDDERS A. DPMC Prequalification--Pursuant to N.J.S.A. 18A:18A-26, 27 et seq., all bidders on any contract for public work(s) which the entire cost of the contract exceeds $20,000.00, must be pre-qualified by the Department of Treasury, Division of Property Management and Construction, (DPMC) as to character and amount of public work on which they may submit bids. No person shall be qualified to bid on any public work contract with the Board if he has not submitted a statement to the Department of Treasury, Division of Property Management and Construction which fully develops the financial ability, adequacy of plant and equipment, organization and prior experience of the prospective bidder, and such other pertinent and material facts, within a period of one year preceding the date of opening of the bids for such contract. B. Every prequalified bidder must submit with its proposal, a notarized affidavit setting forth the type of work and the amount of work for which it has been qualified (DPMC Notice of Classification), that there has been no material adverse change in its qualification information (Certification of No Material Adverse Change in Status), the total amount of uncompleted work on contract at the time (DPMC 701), and the date of the classification. Any bid not including this affidavit shall be rejected as being non-responsive to the bid requirements. A form affidavit is included as part of the bidding documents.
