No bids may be withdrawn after scheduled closing time for receipt of bids for at least thirty (30) days. The Owner has the right to reject any or all bids and to waive all informalities. Refunds will only be made on documents retuned complete, in good condition and unmarked. Sealed proposals shall be marked on the envelope cover, plainly and prominently with the following: a) bidder's name, address and telephone number b) State License Number of Contractor if the bid is in excess of $50,000.00 and c) the statement "Proposal for (project name and number)".
