The questions will be addressed via an addendum that will be issued to all plan holders. Questions will continue to be addressed throughout the bidding process until 48 hours prior to the bid opening. Questions submitted after this date will not be addressed. Iron Manganese Filtration System & Water Meter Installation Project Construction of a new multi-vessel carbon activated iron/manganese filtration system and all associated site improvements. "Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. All proposals must have hard copies delivered and must be signed as required as well as accompanied by a bank cashier's check, certified check, or bid bond for not less than five percent (5%) of the amount of the bid. A performance bond in the amount of One Hundred Percent (100%) of the Contract will be required. The Owner reserves the right to reject any or all proposals and to waive technicalities.
