The Maryland Department of the Environment (MDE or the "Department") is issuing this Request for Proposals (RFP) in order to obtain the services of an independent contractor to conduct a statewide recycling needs assessment and complete a report that will be submitted to the Governor and the General Assembly in Maryland. Contract Duration: Approximately 1 year (June 2024 - May 2025) Dates to be adjusted based on Contract Award date. MBE Subcontracting Goal: 35% overall with the following subgoals: 3% for Asian-American MBEs, 2% for Hispanic-American MBEs, and 10% for Woman-Owned MBEs. Offeror may distribute remaining 20% MBE goal to any minority-owned business they choose. VSBE Subcontracting Goal: 7% Questions Due Date and Time 2:00 pm Local Time March 5, 2024 Potential Offerors should note-all communication for this RFP must go to the Procurement Officer only.
