The Alachua County Board of County Commissioners (County) are interested in inviting and receiving proposals from qualified Construction Management at Risk firms with experience in the design, development, and construction for the new Animal Resources and Care Facility. For consideration, responses to this request must contain evidence of the experience and ability to perform the specified services identified within this Request for Proposals (RFP). Question Submission Deadline: April 7, 2024, 12:01 am After thoroughly reading this Request for Proposals and Attachments, any proposer who has a question about a requirement or term in this Request for Proposal, its Attachments or its related documents, may submit a written interpretation request, via the Question and Answer Tab, by the deadline date for questions and answers A performance bond and payment bond in an amount equal to one hundred percent (100%) of the contract sum will be required of the successful proposer. Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles. Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. The Alachua County Attorney also reports to the Board. The Alachua County Board of County Commissioners (County) is interested in inviting and receiving proposals from qualified Construction Management firms at Risk with experience in the design, development, and construction for the new Animal Services Facility. For consideration, responses to this request must contain evidence of the experience and ability to perform the specified services identified within this Request for Proposals (RFP). Alachua County, hereinafter called the "County", is seeking proposals from qualified construction managers (Proposers) to provide construction management services with a guaranteed maximum price for the construction of the Project referenced above, hereinafter called the "Project". The selected Proposer will become the Construction Manager (CM). Proposers shall provide Construction Management at Risk services for the Animal Services Facility. (hereinafter referred to as the "Animal Services Facility or the ("Facility") on the New Alachua County Animal Services site. The size of the building will be approximately 29,000 GSF of Conditioned Space, and 9500 GSF of Covered exterior space. (This includes the Kennels). The proposed location for the new Facility is to be located off Southwest 23rd Terrace, on a 12.6-acre site. Construction will include all necessary site improvements necessary for the construction of the new facility. The Consultant selected will provide the following services, including but not limit to: The project is generally described as construction of Animal Services Facility. The size of the building will be approximately 29,000 GSF of conditioned space and 9,500 GSF of covered exterior space (This includes the kennels). The proposed location for the new facility is to be located off Southwest 23rd Terrace, on a 12.6-acre site. Construction will include all necessary site improvements. The delivery method for this Project is Construction Manager at Risk (CM), which consists of both a preconstruction phase and a construction phase with separate contracts for each phase. During the preconstruction phase, the CM will assist the County in procuring and then collaborate with the Architect/Engineers on the design, constructability, cost, and schedule of the Project, ultimately developing a Guaranteed Maximum Price (GMP) proposal to construct the Project. Upon the Countys acceptance of the GMP, the County may elect to issue a contract to the CM for the construction phase. If the County and the CM do not agree upon a GMP, the County will not award the construction phase of the Project to the CM. Alachua County has adopted a 15% participation goal and policies which encourage participation of Small Business Enterprises (SBE) in the provision goods, services and construction. Alachua County reserves the right to reject any proposal which may be considered incomplete, unbalanced, show serious omission, unauthorized alteration of form, unauthorized alternate proposals, or contain irregularities of any kind. Submittal requirements of this Request for Proposals are for evaluation and selection purposes only. The County may allow alterations, modifications, or revisions to individual elements of the successful proposal at any time during the period of the agreement which results from this Request for Proposals. Alachua County reserves the right to accept or reject any or all proposals in whole or in part, with or without cause, to waive technicalities, or to accept proposals or portions thereof which, in the County's judgment, best serve the interests of the County. Additionally, the County reserve the right to award a contract to the next most qualified Consultant if a selected Consultant does not execute a contract within thirty (30) days after the award of the proposal. The thirty-day (30) time period may be extended an additional twenty (20) days where the selected Consultant is unavailable during the initial thirty-day (30) period. The CM shall provide construction phase cost estimates at a minimum, at the following points in the project process: Concept Plan review with the Architect 30% Architectural Design 75% Architectural Design 100% plan submittal for the development review process 50% Construction Documents 100% Construction Documents Design to Budget: The Countys total budget is estimated at $15 million dollars, which includes an Owners contingency, and payment for all design, costs/permits, and CM costs. The CM, in collaboration with the Architect, is directed to provide a construction design at 95 percent of the Countys construction budget. The CM and architect shall provide to the County as a supplement to the design, additive and deductive alternatives to meet the project scope requirements. A total of 1% of the project cost is dedicated to art in public places with a cap of $100,000. The Guaranteed Maximum Price (GMP) is the maximum price that the County and the CM agree upon as the payment for providing and/or installing all of the work associated with the scope of the project. The GMP is the amount budgeted for the construction of the project.
