Site work and paving for a civil project in Spokane, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
Spokane County is seeking a qualified Contractor to provide all materials, labor, and equipment necessary for the Plante's Ferry Maintenance Facility Stormwater Improvements. The existing facility is fully developed with multiple buildings, paved and unpaved surfaces, minimal stormwater facilities and existing utilities. The site needs to be brought up to compliance with the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater Permit requirements. Scope of work generally includes but is not limited to: Demolition work: Concrete paving Underground storm utilities Decommissioning of an existing cesspool Decommissioning/removal of existing septic drainage field Interior plumbing (waste only) Proposed Improvements: Interior plumbing (waste only) system to connect existing restrooms, sinks, eyewash stations and floor drains Exterior gravity sewer system that will connect to a future sewer lift station (separate funding under separate contract) Outdoor fuel containment / spill control structure Outdoor vehicle wash pad Oil/water separator Stormwater collection and underground conveyance system Bio-Retention pond Concrete and asphalt paving The maintenance facility will need to remain open during construction (Summer '24 - Fall '24) and coordination must be made with Spokane County staff to accommodate facility closures during specific times. Due to the project's proximity to the Spokane River, environmental planning and permitting has been completed including a shoreline exemption and SEPA. See the specifications for more information on shoreline permits obtained as well as the Inadvertent Discovery Plan & Shoreline Impact Assessment. A grading permit application was submitted to Spokane County on October 20, 2023. Spokane County Parks will pay for said permits and provide them to the contractor when ready. It will be the contractor's responsibility to comply with all permitting requirements. Spokane County Parks has completed an application for coverage under Ecology's Construction Stormwater General Permit and the permit will be transferred to the contractor. Despite cautionary notes in several places in the bid document we continue to receive bid deposit surety bonds whose forms contain language that may not meet the requirements of the specifications. The statutes will not allow the county to consider a bid that has a deficient or defective bid deposit surety bond. We urge bidders to use the bid deposit surety bond form contained in the bid documents. The above is just one important item contained in the bid documents. Bid responses are extremely important to the county and a great deal of work for the bidders to prepare. To minimize the possibility of submitting a non-responsive bid please take the time to read and understand the entire bid document. ARCHITECT'S ESTIMATE: $830,000 plus tax Questions due EOB March 27, 2024 All inquiries, concerns, questions, or clarifications regarding this procurement must be submitted via Electronically. It is the sole responsibility of the respondent to ensure that their submittal is in the possession of the Spokane County Purchasing Department by the appointed date and time. Spokane County shall assume no responsibility for any delay in U.S., County, or any other online service resulting in a submittal being received late by the Purchasing Department. PUBLIC WORKS REQUIREMENTS: The scope of work for this project constitutes a public work under state law. Bidders are cautioned to take into consideration statutory legal requirements, particularly, the payment of prevailing wages, payment/performance bonds, reporting requirements for the use of sub-contractors, and sales tax implications in making their bids. NO BIDDER may withdraw his bid after the time set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) calendar days. However, the Board of County Commissioners may reject any or all bids for good cause. No bid may be considered for public work unless it is accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent (5%) of the amount of the bid proposed including sales tax. The conditions of the obligation are that if the County of Spokane shall make timely award to the successful bidder (Principal) according to the terms of the bid documents; and the Principal shall, within ten (10) days after notice of the award, exclusive of the day of notice, enter into the contract with the County of Spokane and furnishes the contractor's bond (performance and payment bond) in an amount equal to one hundred percent (100%) of the amount of the bid proposed including Washington State Sales Tax then this obligation shall be null and void; otherwise if the Principal fails to enter into the contract and furnish the contractor's bond within ten (10) days after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the County; but in no event will the Principal's liability exceed five percent (5%) of the total amount of the bid proposed. Cash Bid Deposit. If the bid deposit is in "cash" the bid deposit will be in the form of US currency (cash), postal money order, cashier's check, or certified check. Money orders or checks should be made payable to the Spokane County Treasurer. Cash bid deposits of all unsuccessful bidders shall be returned after the contract is awarded and the required contractor's bond and proof of insurance, given by the successful bidder, is accepted by the Board of County Commissioners. Surety Bond Bid Deposit. If the bid deposit is in the form of a surety bond it must be of a corporate surety licensed to do business in the State of Washington accompanied by a completed Bid Deposit Surety Bond Form (see Appendix D).
