This specification is for inspection, assessment, and maintenance of storm drain systems in the City of Dallas. The Contractor shall be equipped with all tools, equipment, and supplies necessary to provide pipe and well cleaning services for the term of an awarded contract. DWU has within its system considerable footage of various size stormwater pipelines. The wet wells at the levee pump stations are much larger than the wells at the street lift stations, and consequently contain more debris. Services for this contract shall also include cleaning, CCTV Inspection, and mapping corrections of lines 36" and below. The City reserves the right to audit equipment being used to service this contract. Wet Well Cleaning and Stormwater Pipeline services under this contract shall be performed at various locations throughout the City. a) In performing these services, the Contractor shall observe all industry safety standards. Much of the work involves accessing sites via levee roads. The
Contractor shall have levee permit(s) for all vehicles which enter levee roads. The Levee Permits must be displayed in vehicles at all times while vehicle is on DWU property. Contractor shall observe levee closures during wet weather and shall not enter levee roads until released to do so by DWU personnel.
b) If a job requires water in order to accomplish the cleaning process, the Contractor shall be responsible for securing a water meter from Dallas Water Utilities at the Contractor's expense.
c) Contractor water used to assist in removing debris must be decanted back to the system at the lift station rather than at the dump site when cleaning a well. Page 4 of 24
d) Any debris dumped at DWU site must be as dry as possible.
e) When cleaning the stormwater pipeline and using water, the water shall be decanted back to the system's water supply. The successful proposer shall have been in the business of providing Inspection & Cleaning services for Wet Well, Pump Station and Stormwater Drain pipes for a minimum of three (3) consecutive years. The successful proposer shall possess and maintain the capacity to provide the required equipment for performing pipe and wet well cleaning and inspection services necessary through the duration of the agreement. Question Deadline: 04/03/2024 at 2:00 PM CT, All questions shall be submitted online. $100.00 bid security (sealed bid bond, certified check or cashier's check) as an attachment to their electronic bid. Original document(s) for the bid security shall be required from the recommended vendor(s) to be delivered to the city's purchasing agent upon request. Bid security shall be delivered to: Office of Procurement Services, 3rd floor, Dallas City Hall, Room 3FN, Dallas, Texas 75201. The successful Contractor will be required to purchase, within fifteen days of award, and maintain, during the term of the contract, insurance as described in Attachment 04 and agrees to the indemnification agreement therein and required performance and payment bond. Failure to provide and/or maintain required insurance constitutes breach of contract regarding this agreement. The City reserves the right to reject all bids and to waive any minor irregularities.
