Provide Professional Design Services for Phase 100 Study for evaluation and recommendations for replacement of the Dam, full removal of the dam (restore natural flow) and installation of a culvert and lowering of the grade to historic elevation. Also provide cost estimates for the recommended work. Known issues include a leaking outlet pipe of insufficient size and banks need to be addressed. General Study Phase effort: 1) General Study Phase deliverables to include cost estimates for the options for proposed construction and future Phase 500 Design effort and Phase 600 & 700 Construction Administration Services efforts. a) Phase 500 Design will include SHPO/THPO/T&E effort (this will be defined during the progression of the Phase 100 work) 2) Topographic survey as necessary to complete the needed tasks. a) Provide flooding subsurface topography to demonstrate the results on the flooding of dam removal. 3) Identify permitting requirements for the work. 4) The known items of concern are expected by the owner, but not limits of work. The email Subject must include (facility name, project name, date and time of Pre-Proposal Walk Through Meeting). Approved emailed submissions MUST be received prior to 2:00 p.m. deadline to be considered responsive and responsible. Responses should not be emailed to the Project Director. Firms should only submit one (1) attachment (being less than 6 MB) for proposal submission. The attachment is to be the technical and cost proposal combined. Do not wait until just before solicitation deadline to submit your proposal response. Electronic Portal will not allow a proposal to be submitted after 2:00 p.m., even if a portion of the proposal response has been uploaded. Completion of Phase 100 Study by August 1, 2024 Please do not submit online questions Electronically . ALL questions should be emailed to Bruce Watkins at watkinsb1@michigan.gov address no later than 12:00 p.m., Eastern on Thursday, March 28, 2024. This project will comply with all codes, standards, regulations, and workers safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DHHS, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply. This form is required to be a part of the professional service contract.
