This quotation shall be for geotechnical engineering services to accompany the design of building foundations, porous asphalt roadways, and stormwater management areas. The work includes drilling 12 test borings and excavating 24 test pits at the approximate locations shown on the provided map. The investigation shall include associated laboratory soil testing and classifications as well as infiltration testing for porous asphalt justification. The consultant shall provide a field engineer/geologist to oversee the field investigation. Upon completion of the field work the consultant shall prepare a geotechnical report of the findings and shall be approved/sealed by a Maryland licensed Geotechnical Engineer. The County may provide a onetime stakeout for the locations of the borings. Conduct visual inspection of the proposed project site regarding existing soil and geotechnical conditions at the pre-determined locations. Perform subsurface soils investigation borings at each location shown on the attached plans (B-1 to B-12). Sample soils a minimum of four times in the top 10 feet of the borings and at 5-foot intervals to auger refusal. Soil samples shall be classified in the field by a geotechnical engineer and recorded on boring logs along with groundwater observations, penetration resistances, action of the drill rig, and other observations during the work. The recovered split-spoon samples shall be lab tested including moisture contents, sieve analysis, and Atterberg limits in general accordance with the Unified Soil Classification System Questions due: Friday, March 15, 2024, by 4:00 PM (Written inquiries regarding this bid should be submitted by email to ecbidquestions@washco-md.net.) No conference is scheduled. Time Of Completion And Liquidated Damages: Bidder must agree to commence work within ten (10) calendar days of receipt of written "Notice to Proceed" by the County and to fully complete the project within 60 consecutive calendar days thereafter. The bidder must agree to pay as liquidated damages, the sum of $100.00 for each consecutive calendar thereafter. The Board of County Commissioners of Washington County, Maryland, reserves the right to accept or reject any or all quotes, to waive formalities, informalities and technicalities therein. The Board reserves the right to contact a Quoter for clarifications and may, at its sole discretion, allow a Quoter to correct any and all formalities, informalities and technicalities in the best interest of the Washington County. Site Visits: It is recommended that each Bidder submitting a quotation for this work examine the site and thoroughly satisfy himself/herself to the conditions under which he/she will operate or that will in any manner affect any work under his/her contract. The Bidder shall accept the site as he/she finds it. All proposals shall take into consideration all conditions that may affect the work. No allowance shall be made to any Bidder for negligence in this respect.
