Renovation of a mixed-use development in Hartford, Vermont. Working plans call for the renovation of a medical facility.

The purpose for this amendment is to provide responses to the Requests for Information (RFI) and provide an updated SOW due to responses to the RFI. Are there any hazardous materials to be abated on this project Response - There will be no Hazardous materials abated. Will hazardous materials testing be required Response - Testing will not be required as the building is more modern. Will the VA be issuing a tax-exempt certificate for materials and equipment installed in each project Response yes we can provide a tax exempt certificate when requested after award. The SOW states the working hours are 7:30am to 4:30 pm. If the project duration is not increased then off hours work will be required. Would the VA like us to include a certain allowance for off hours or can the performance period be increased Response - The hours can be flexible if manpower dictates. Scope of work project scope item 1 calls for the contractor to work alongside the VA electricians. Please confirm the contractor is not responsible for any electrical work. Response - The Electricians from the VA may have to move something Electrical wise to give Contractor leg room for work. Contractor would notify the COR and the COR would coordinate with the VA Electricians to do all necessary work. Scope of work project scope item 4 mentions design build but there is already a design provided by Dubois & King dated 10/20/23 (SSK-1). Is this a design build project or shall we bid per SSK-1 Response - The structure will be built to the Specs (SSK-1) provided from Dubois and King. Scope of work project scope item 6 mentions FGI Guidelines, NFPA, and VA design manuals. If this is not a design build then the contractor is not responsible for the design and will construct per the design provided. Please confirm. If the contractor is responsible then the contractor will need to solicit the services of a professional A/E. This will increase cost and take time to procure. Please advise. Response - The structure will be built to the Specs (SSK-1) provided from Dubois and King. Due to the submittal process and material procurement we will not be able to meet the 30-day performance period. We request this either be extended to 60 days or the POP does not commence until materials have been procured. Response - Period of Performance to be extended to 60 days. Scope of work project scope items 7 & 8 (regulatory notifications, egress routes and relocation of tenants will put a heavy burden on performance of this project as well as cost. We request the performance period be extended to 60 days or this requirement be removed from this project. Response - Period of Performance to be extended to 60 days. Scope of work Task and requirements item 2 states all demolition shall be required to remove abandoned utilities back to active main. Are there utilities that need to be removed/demolished/reinstalled We did not find any on SSK-1 or mentioned in the SOW. Please advise Scope of work Task and requirements item 2 mentions Installation shall minimize penetrations in finished walls to the extent possible and with any such penetrations repaired to match existing construction or meet and/or exceed required sound transmission coefficient (STC), smoke/fire partition rating requirements after completion of work. We did not find any work to be done on the existing walls. Please provide locations where this note is required or remove from the scope. Response Per customer, no work shall be done to any of the walls. All work will be above ceiling.
