This Request for Proposals is to invite and retain Professional Consultant Services for Project Management and Pre-design Services for Awak'ak Wiyasiwewin program for Founding First Nation Communities of Loon River #476, Lubicon Lake Band #453, and Peerless Trout #478. Phase #1: The Project will deliver a detailed environmental review and feasibility study articulating the Awas'ak Wiyasiwewin (CFS) program operational requirements, vision, and space needs, and a determination of the size and scope of projects and associated infrastructure required to support the overall delivery of the programs for each of the founding first nations. A basic concept plan for each project is to be prepared to support Phase #2 activities. Design Bid Build, Design Build, CM, IPD, ...). The Proponent will provide, for discussion with the PMT, a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis for each project that will include project delivery schedule, and basic life cycle cost estimates. Phase #3: Detailed Design will be based on the outcome and decisions from the PMT on Phase #2. This phase will be undertaking a process to design all the infrastructure components listed in Phase #1. Phase #4: Construction will be based on the outcome and decisions from the PMT on Phase #2. This phase will be undertaking a process to construct all the infrastructure components listed in Phase #1.
