Various Exterior Paint Projects at Orangewood, Vine, and Wescove Elementary Schools Project Start / Completion Dates: o NTP - June 10.2024 o Project completion - August 2. 2024. Scope of work: o Painting shall include all buildings, structures and surfaces including covered walkways, Iron fencing, portable classroom buildings, including ramps and railings, exterior building doors and frames. In addition, all storage containers. o Structures NOT receiving paint are, metal roofs or any portion of existing solar structures, playground equipment including their shade structures if any. Surface preparation: o All existing exterior building surfaces that have existing paint finishes shall be pressure washed, scraped and patched as needed to ensure acceptable finished product. o Wood repair shall include any wood displaying cracks/splitting and or uneven surfaces with approved repair materials per attached painting specifications. o One coat of primer required on all wood fascia / plaster or surfaces that currently have a painted finish, including metal flashings, iron fencing, rain gutters and both sides of all exterior building doors and frames. Paint Finish; o Contractor shall provide two coats of finish paint product on all surfaces noted as requiring paint. Bids will not be accepted if a Contractor has not been prequalified where prequalification is required. A Bidder who has not previously completed the District's Pre-Qualification Questionnaire must complete and submit the Pre-Qualification Questionnaire to the District not less than ten (10) working days prior to the latest date for submission of Bid Proposals. Failure of such a Bidder to timely submit a completed Pre-Qualification Questionnaire and to be deemed a Pre-Qualified Bidder for the Work will result in rejection of the Bidder's Bid Proposal for non responsiveness. To prequalify, Bidders should access the district's weblink: online and follow the instructions to submit an application. If this Project includes work that will be performed by mechanical, electrical or plumbing ("MEP") subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above. Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active Class C-33 License at the time of bid and throughout the duration of this Contract. The Contractor's California State License number shall be clearly stated on the bidder's proposal. The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification or type of worker needed to execute the Contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the District, and are also available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. Prequalification of Bidders [MANDATORY for Projects using funds received pursuant to the Leroy F, Greene School Facilities Act or any funds from any state bond fund that involves a projected expenditure of $1,000,000 or more] Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount, are required, and shall be provided to the District prior to execution of the Contract and shall be in the form set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. The Contract Time is forty-five {45 calendar} days.
