Purpose and Background The purpose of this Request for Quote (RFQ) is to solicit services from qualified plumbing contractors to provide plumbing repair services at the Division of Rehabilitation Services' (DORS) Workforce and Technology Center (WTC) located 2301 Argonne Drive Baltimore, MD 21218. The agency has identified several plumbing leaks throughout the building. The Workforce and Technology Center is one of the eight state operated comprehensive rehabilitation centers in the United States. WTC opened in 1973 and is located in Baltimore, Maryland. It serves individuals with disabilities from throughout the state and other nearby locations. WTC serves individuals with all types of disabilities, providing various rehabilitation and technology assessments; vocational training; job placement and other comprehensive support services. Responsibilities and Tasks 1. Contractor to supply all materials, labor, equipment, testing, warranty, and transportation necessary to service the repairs listed below: a. Leak on the chemical feedline in the mechanical room. This will require cutting out the leaking fitting and flexible piping and replacing it with 80 PVC pipe and fittings. b. Replace one inch leaking pneumatic actuated 2-way valve located in the West Penthouse. This will require cutting out the leaking 1" 2-way value and section of piping and installing a new valve. c. Replace three (3) stainless steel check valves and one shut off valve in the East Penthouse and one (1) check valve in the West Penthouse. d. Install a new 2" three-way valve and piping that is in the East Penthouse. e. Replace 2" two-way motorized control valve and install a new three-way valve. This is in the East Penthouse. f. Repair 2" return line. Cut out leaking 2" fittings and pipe and install new pipe and fittings. This is in the new wing mechanical room. g. Replace 3" two-way valve in the East Penthouse. Cut out the leaking 3" twoway valve and install a new two-way valve. h. Repair section of 3" copper water line with fittings and pipe. Replace any insulation cut away because of the repair. This is located on the first-floor hallway next to the elevators. i. Repair 3" copper piping and replace two shut off valves. Replace any insulation cut away because of the repair. This is located on the first-floor hallway next to the elevators. 2. Contractor to ensure worksite is free of all work-related debris. 3. Work shall be performed during business hours: Monday through Friday, 7:00 A.M. to 5:00 P.M. 4. Work shall not interfere with daily agency operations. 5. Work shall not be performed on any State designated holiday(s). Term of Contract A single contract will be awarded to the offeror that best meets the needs of the evaluation criteria. The anticipated term of the contract resulting from this solicitation is approximately three (3) months. Place of Work The work under this contract will be performed at the Workforce and Technology Center 2301 Argonne Drive Baltimore, MD 21218. Small Business Reserved (SBR) Designated Minority and Veteran-owned businesses are encouraged to respond to this solicitation. Question Deadline 04/08/2024 at 10:00 AM ET. All questions should be addressed in writing to the Procurement Officer. Note: All responses to questions submitted, if any, shall only be posted electronically as an Addendum after the due date of questions are received. There may be other opportunities from State agencies there. There shall be no mailing of the Addendums. An award will be made based on the most advantageous offer to the State of Maryland considering price after meeting the evaluation criteria found in this solicitation. Vendors must first meet all the mandatory requirements. An award will be made based on the lowest price. Bids will not be considered by vendors who do not meet all the mandatory requirements. Total Bid Price will be the lowest price total on Bid Form. Billing The contractor shall bill the Department monthly for the work performed the previous month. The total cost of work shall not exceed $30,000.00 for the term of the contract.
